About BCFPA
The BC Foster Parent Association (BCFPA) is a provincial non-profit organization that represents and supports foster caregivers across British Columbia. Our mission is to empower, support, and advocate for caregivers who open their homes to children and youth in care.
We are a respected voice in caregiver support, regularly engaging with the BC Ministry of Children and Family Development (MCFD) and sector partners to influence policy and improve systems that affect caregivers and the children they care for.
The Opportunity
BCFPA is seeking a dynamic, strategic, and hands-on Executive Director (ED) to lead our organization into its next phase. The ED is responsible for overall organizational leadership, operational oversight, staff supervision, financial and contract management, advocacy and government relations, and ensuring BCFPA fulfills its mission and goals.
This is a unique opportunity for someone who thrives in a mission-driven, multi-faceted leadership role balancing administration, advocacy, people leadership, and system-level change.
Key Responsibilities
Organizational Leadership & Operations
- Lead and manage the day-to-day operations of the organization, overseeing a team of 10-15 staff.
- Ensure the effective delivery of programs, services, and projects in line with strategic goals and funding agreements.
- Maintain compliance with all legal, financial, and reporting obligations, including CRA, Societies Act, and MCFD contracts.
- Coordinate Board meetings, support governance, and execute board directives and motions.
- Develop and implement operational and strategic plans in partnership with the Board of Directors.
Finance & Administration
- Oversee budgeting, financial management, forecasting, and reporting.
- Work with the Board Treasurer and staff to manage the annual audit and ensure sound fiscal oversight.
- Monitor and approve financial transactions, including payroll, bank accounts, and funding allocations.
- Prepare and submit funding proposals and reports to government and other funders.
Advocacy & Government Relations
- Represent BCFPA in meetings with MCFD leadership, sector stakeholders, and external agencies.
- Co-lead advocacy initiatives with the Board to address systemic issues impacting caregivers.
- Contribute to policy development and promote caregiver voices in public policy and system design.
- Supervise, mentor, and support staff to foster a positive and collaborative work culture.
- Ensure staff development, accountability, and alignment with organizational values and goals.
- Step in to support frontline or program work as needed.
Communications & Stakeholder Engagement
- Maintain relationships with caregivers, donors, funders, and community partners.
- Oversee or contribute to newsletters, website updates, video content, and public messaging.
- Support fundraising, event planning, and public education initiatives.
Qualifications & Experience
- Proven leadership experience in a non-profit, advocacy, or public sector setting.
- Exceptional organizational and operational management skills.
- Experience working with or reporting to a Board of Directors.
- Excellent interpersonal and communication skills, with ability to build trust and navigate sensitive issues.
- Demonstrated experience with contract management, proposal writing, and financial oversight.
- Ability to manage multiple priorities and work both strategically and hands-on.
- Experience working with government (preferably MCFD or similar but not necessary) on advocacy or system change is an asset.
- Knowledge of child welfare, caregiver support systems, or related social service fields in BC is an asset.
- Familiarity with the BC Societies Act, CRA charity regulations, and non-profit governance.
