ResponsibilitiesPRIMARY PURPOSE
Leads the full lifecycle of change management activities for significant initiatives— driving adoption, readiness, and benefits realization through TransLink's agreed methodologies and standards.
Partners with senior leaders within a defined portfolio to maintain a holistic view of change impacts, anticipate emerging issues, and align change strategies with organizational priorities.
Provides leadership and oversight to junior team members and external consultants, ensuring high-quality delivery, capability development, and continuous improvement of change practices to support long-term organizational maturity.
KEY ACCOUNTABILITIES
Change Management Execution
Lead end-to-end change management activities for multiple projects from intake through planning, managing, and sustainment, ensuring alignment with organizational strategic objectives and goals and leadership needs.
Maximize benefit realization by assessing readiness and impact, identifying affected groups, potential resistance, and organizational risks; develop and implement tailored mitigation strategies to support successful adoption.
Design and execute structured change plans as part of a fully integrated project plan, TransLink's agreed methodologies and standards, including role-based Sponsor and People Manager Plans, and activity-based engagement, communications and training plans.
Act as a Trusted Advisor, coach and enable key roles across the organization—executives, people leaders, and project teams—to build change capability and drive engagement.
Support union engagement by clearly articulating impacts by role, producing communications and identifying milestones for Sponsors to engage with LR and union executives.
Monitor project health and change effectiveness using TransLink's agreed methodologies and standards, tracking performance metrics and adjusting strategies to optimize outcomes, and support benefits realization.
Embed reinforcing strategies to sustain adoption and benefits realization across the portfolio.
Strategic Oversight & Portfolio Management

Support Senior Leaders to clarify the potential scope and change impacts of new and emerging initiatives within a defined portfolio, to support prioritization based on strategic value, risk, impact, and readiness.
Monitor and report on the portfolio performance metrics & risks, including benefits realization, change collisions, and indicators of change fatigue.
Maintain a portfolio heat map to visualize change saturation and external factors, enabling proactive pacing and sequencing of initiatives.
Advise senior leadership on risks related to change overload and recommend adjustments to initiative timing, scope, or support strategies.
Escalate critical risks, resource constraints, and conflicts to senior leadership with data-driven insights for informed decision-making.
Lead Change Management discussions at Steering Committees and leadership tables, defining risks and establishing mitigation plans.
Act as the primary point of contact for business units, technical teams, and executive stakeholders regarding change initiatives within the portfolio.
People leadership

Plan and oversee the work of direct reports, other internal change resources and external consultants ensuring alignment with enterprise goals and standards.
Supervise direct reports, providing coaching, performance management, and professional development.
Identify resource capacity needs and expected availabilities within the defined portfolio as an input to overall team allocation and optimization
Continuous Improvement and Capability Building
Continuous Improvement & Capability Building
Act as an expert in change management best practices, models, standards, and change leadership development.
Identify opportunities to the Senior Manager, and implement agreed improvements to change management processes, tools, and portfolio performance.
Build organizational change management maturity through training, knowledge sharing, and best practice adoption.
Coach leaders across the portfolio to build consistent change leadership capability and capacity at all levels.
Maintain awareness of industry trends, methodologies (e.g., Prosci, ACMP), and innovations in change and portfolio management.
QualificationsEDUCATION AND EXPERIENCE
Bachelor's degree in a related field (e.g., Business, Organizational Development, Human Resources);
Minimum 8 years of progressive experience in change management and portfolio/program leadership within complex, unionized environments.
Certification in change management (e.g., Prosci, ACMP) required; coaching experience is an asset.
Knowledge, skills and abilities:
Change Management Expertise: Deep understanding of change management methodologies (e.g., Prosci ADKAR, ACMP standards) and portfolio management principles, including continuous improvement practices and performance metrics.
Strategic and Analytical Skills: Strong analytical ability to assess organizational readiness, change impact, and portfolio performance; make data-driven recommendations to prioritize initiatives based on strategic goals, risk, and readiness.
Leadership and Coaching: Advanced coaching and mentoring capabilities to build leadership and change management maturity; experience supervising teams and guiding senior leaders to drive adoption and sustainment.
Engagement and Relationship Building: Demonstrated success in engaging executives, senior leaders, unions, and diverse stakeholder groups; fostering cross-functional collaboration and managing union relations effectively.
Communication and facilitation skills for influencing at all levels and promoting organizational change capability.
Technical Proficiency in using change management tools and frameworks such as Prosci PCT Model, heat maps, and performance dashboards.

We partner with leaders to plan, pace, and implement change thoughtfully—strengthening readiness, managing impacts, and ensuring employees are supported as the organization evolves.
The Change Management team advances this work by partnering across the organization to oversee change execution, build change leadership capability, and manage portfolio-level readiness and capacity. In January 2025, the Change Management team became an integral part of the newly formed Office of Strategy Management, reinforcing TransLink's commitment to delivering strategy through coordinated, people-centred change.
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
Work Schedule37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C.
Rate of PayThe salary for this position ranges from $97,600 - $146,400 per annum per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
