Role Summary

The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC's health system.

The Change Management Specialist reports to the Manager, Business Readiness and Change and supports the successful implementation of the BC Health Workday program by driving organizational readiness and adoption of the Workday Human Capital Management System (HCMS) within their assigned health organization(s). This role develops and executes tailored change management strategies aligned with both organizational goals and provincial program objectives. Acting as a strategic partner, the Change Management Specialist leads impacted user analysis and readiness assessments, tailors communication and engagement plans suited to local culture, and ensures training approaches reflect organizational processes and impacts. They monitor progress, identify risks or resistance, and recommend corrective actions to maintain momentum. Additionally, the Change Management Specialist facilitates collaboration between organizational leaders, project teams, and workstreams to align technical design with operational needs, while identifying opportunities for process improvement and leveraging best practices to optimize system performance.

Key Accountabilities

  • Designs and implements change management strategies within the assigned health organization(s), aligned with organizational goals and BC Health Workday objectives.
  • Conducts impacted user analysis and readiness assessments within the assigned organization(s), identifying high-impact areas and customizing interventions to address unique needs.
  • Supports the development of change management strategy based on a situational awareness of the details of the change and the groups being impacted by the change.
  • Supports the execution of change management and partner engagement plans by working collaboratively with organizational leaders, project teams, and workstreams to ensure alignment between technical design and organizational readiness; and is responsible for creating supportive materials such as sponsor roadmaps, change adoption and resistance management plans, surveys, impact assessments, lessons learned and closeout reports.
  • Develops and oversees communication and engagement strategies specific to the organization's culture and operational context to drive awareness and adoption, including the facilitation of local change champion networks.
  • Collaborates with the training team to ensure the curriculum reflects organizational processes and change impacts; provides strategic input on delivery approach for local audiences.
  • Monitors change progress for assigned organization(s), identifies risks or resistance trends, and recommends corrective actions to maintain momentum and adoption.
  • Identifies and drives process improvement opportunities within the organization by leveraging technology, operational insights, and best practices to optimize system performance.
  • Performs additional duties as required.

Qualifications

  • A level of education, training, and experience equivalent to a bachelor's degree in business, human resources, or health administration supplemented by three (3) to five (5) years of recent, related experience working in large-scale change management projects or a complex multi-site healthcare environment.
  • Demonstrated knowledge in change theory and adoption principles and how these principles can be translated into implementation strategies. PROSCI Change Management certification or equivalent is an asset.
  • Proven ability to influence, engage, collaborate on and coordinate change activities successfully and positively across multiple organizations.
  • Strong communication and facilitation skills, with the ability to engage diverse stakeholder groups.
  • Ability to organize, coordinate, and prioritize work in a dynamic, multi-partner environment.
  • Demonstrated problem-solving and critical thinking skills.
  • Proficiency with digital tools and platforms used for training, documentation, and collaboration.
  • Familiarity with Workday or other enterprise HR systems.
  • Demonstrated recent knowledge of the systems, culture and organizational systems intelligence in a health care organization is an asset

Wage:
$74,618 to $107,264

The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience and would be in alignment with the provincial compensation reference plan.
