Senior Business Analyst

Position Overview

The Senior Business Analyst provides a comprehensive range of I&IT business analysis services within a multi-ministry, enterprise environment. This role interacts with diverse business stakeholders and subject matter experts to gather, document, and analyze business requirements, aligning solutions with OPS Unified Project Management Methodology, Enterprise Architecture, Gating Processes, and standard SDLC methodologies.

The resource will prepare business cases, conduct feasibility studies, develop functional/non-functional requirements, create process models, and deliver high-quality project documentation. The Senior BA will also support business improvement initiatives, apply re-engineering concepts, and ensure solutions align with security, privacy, and accessibility standards.

ResponsibilitiesBusiness Analysis & Advisory

• Lead and conduct detailed business analysis to assess business challenges and opportunities.
• Gather requirements through JAD sessions, interviews, workshops, mockups, and CASE tools.
• Prepare business cases, cost-benefit analyses, feasibility assessments, and strategic recommendations.
• Document business, functional, and non-functional requirements for both business and development teams.
• Conduct business modelling, use case modelling, data modelling, data flow diagrams, process mapping, and business rules definition.
• Develop performance measures, traceability matrices, and evaluation plans for business analysis activities.
• Ensure alignment with OPS methodologies, enterprise architecture standards, and gating processes.
• Promote standard BA practices, frameworks, processes, and templates.

Technical & Architectural Support

• Translate business and data requirements into detailed specifications for system design.
• Create wireframes, use cases, user stories, and interface specifications.
• Support compliance with WCAG 2.0 and AODA accessibility requirements.
• Utilize UML, JAD, CASE tools, and architecture frameworks including Zachman.
• Provide input on security and privacy issues, including PIAs and TRAs.
• Support understanding of DevOps practices, Big Data platforms, and emerging technologies such as Generative AI and Large Language Models.

Project & Stakeholder Engagement

• Support enterprise-level projects, including preparation of architectural documentation for checkpoints and gating reviews.
• Create artifacts such as sequence diagrams, deployment models, logical/physical architecture documents, data flow diagrams, cross-functional process flows, and materials required for ARB and ACT approvals.
• Work closely with multiple stakeholders, providing expert communication and negotiation skills to manage expectations across teams.
• Contribute to Agile project delivery, enterprise documentation, and change management activities.

Must-Have Skills & Experience

• Disaster Recovery Planning (minimum 2–3 years)
• Business Process Mapping / Value Stream Mapping
• Lean Six Sigma experience
• Strong stakeholder communication and documentation experience
• Ability to develop comprehensive project artifacts for multiple stakeholders
• Experience with Zachman Framework (general understanding acceptable)
• Experience as a Business Analyst and Project Manager (strong PMLC knowledge)

Nice-to-Have Skills

• Experience with Driver & Vehicle ServiceOntario portal services
• Knowledge of information retrieval packages
• Understanding of information management principles and policies
• Knowledge of emerging I&IT technologies and trends
• Familiarity with structured, object-oriented, and agile methodologies

Job Types: Full-time, Fixed term contract

Contract length: 12 months

Pay: From $65.00 per hour
