Overview
The Client is seeking a Senior Business Analyst to support the delivery and enhancement of enterprise applications and digital services that serve children, youth, and social service programs across Ontario. This role will contribute to complex, multi-system initiatives by leading business analysis activities, supporting user-centred service design, and ensuring business needs are translated into effective, high-quality technical solutions.

The Senior Business Analyst will work closely with business stakeholders, delivery teams, and technical partners in a mature Agile environment. The role requires strong analytical capability, leadership in requirements discovery, and experience working with large, rules-based systems with multiple integrations. A strong focus on user experience, service improvement, and collaboration is essential to support reliable, citizen-focused digital services.

Key Responsibilities

  • Lead end-to-end requirements discovery and analysis, including stakeholder interviews, workshops, and facilitation sessions to achieve alignment across business and technical teams
  • Analyze business processes, policies, and rules to define functional requirements for complex, integrated enterprise systems
  • Translate business needs into functional specifications, user stories, and acceptance criteria that clearly support technical design and development
  • Conduct user research, develop personas, and create journey maps to improve service design and user experience
  • Support Agile delivery by contributing to backlog refinement, sprint planning, reviews, and retrospectives
  • Collaborate with technical teams during design, testing, and implementation to ensure solutions meet business intent and standards
  • Coordinate issue analysis, incident triage, and resolution activities, ensuring stakeholders are informed and risks are managed
  • Prepare and maintain high-quality documentation, including requirements artifacts, system documentation, and user materials
  • Support change activities by advising on system enhancements, training needs, and operational readiness
  • Provide guidance and informal mentorship to team members and stakeholders on business analysis best practices

Must-Haves

  • 5+ years of experience in a Senior Business Analyst role delivering enterprise IT or digital solutions
  • Demonstrated experience conducting user research, developing personas, and creating end-to-end journey maps
  • Strong ability to translate complex business needs into functional specifications, user stories, and prototypes for validation
  • Proven experience analyzing large, rules-based enterprise systems with multiple integrations and dependencies
  • Hands-on experience working in mature Agile environments, including backlog management, sprint planning, and requirements refinement
  • Strong stakeholder engagement skills, with the ability to collaborate effectively across business and technical teams
  • Excellent written and verbal communication skills, including the ability to explain complex concepts to non-technical audiences

  • Experience supporting public-sector, social services, or citizen-facing digital programs
  • Background working with COTS platforms, web-based applications, and integrated service ecosystems
  • Experience preparing business cases, system documentation, training materials, and user guides
  • Familiarity with service design practices and customer-centric delivery approaches
  • Experience mentoring junior analysts or contributing to BA standards and practices
  • Exposure to data flows, reporting, analytics, or policy-driven systems
