NATURE OF THE WORK
Reporting to and under the general direction of a Chief Officer, the Fire Captain is responsible for the activities of subordinate Fire Fighters. Responsibilities include the proper care and maintenance of City equipment, apparatus and the supervision and/or delivery of firefighting training, first aid training, lectures, inspections, drills and for the pre-incident planning and public education activities on their shift. An employee of this class is directly responsible to the Chief Officer on all administrative matters. At an emergency incident, the Fire Captain may be in Command or may be under the Command of an Officer of equal or higher rank. While subject to the requirements of written orders, regulations, verbal or written directions of the Chief Officer, the Fire Captain exercises great independence of judgement and action while in this position. The Captain is responsible for the safety of subordinate staff at all times.
ILLUSTRATIVE EXAMPLES OF WORK
- Deploys staff, equipment and gives direction on how to control or stabilize an emergency situation.
- Assesses emergency situations with good judgement and speed and if necessary requests a senior officer, extra staffing, equipment and/or other agencies to attend the incident in accordance with departmental procedures.
- Supervises and provides direction to subordinate staff.
- Conducts performance evaluations for subordinate staff.
- Completes and enters detailed reports on incidents in accordance with departmental procedures.
- Responsible for the development, completion, quality and distribution of Pre-Incident Plans.
- Through collaboration with the Training Division, develops, implements, evaluates, conducts and/or participates in department training.
- Supervises and/or participates in department Public Education programs.
- Supervises suppression fire fighters and arranges proper equipment maintenance.
- Participates in, supervises, and evaluates crew effectiveness during training exercises.
- Promotes a safe and respectful workplace.
- Promotes a positive attitude on shift.
- Follows direction of senior officer at an emergency situation.
- Performs related work as required.
KNOWLEDGE, ABILITIES AND SKILLS REQUIRED
- Ability to lead staff effectively, maintain discipline, exercise sound judgement and cooperates with other agencies and department officials.
- Ability and strength to safely perform work under adverse conditions.
- Ability to communicate effectively with a diverse range of individuals and groups.
- Ability to prepare clear and concise reports.
- Ability to represent the City and the Department in a positive manner.
- Demonstrated ability to react quickly and remain calm under duress and strain.
- A working knowledge of municipal water distribution systems as applied to firefighting activities.
- Considerable knowledge of all City Bylaws, Federal and Provincial Acts relative to the activities of the Fire Department.
- Considerable knowledge of building construction, electrical codes and locations of hazardous occupancies in the City.
- Considerable knowledge of City geography, location of industrial, commercial and institutional buildings.
- Considerable knowledge of hydraulics as applied to fire fighting.
- Extensive knowledge of the operation and maintenance of all apparatus and equipment.
- Extensive knowledge in fire suppression techniques, fire prevention and technical rescue.
- Thorough knowledge of First Aid practices, Cardiopulmonary Resuscitation, Automatic External Defibrillators and spinal immobilization.
- Thorough knowledge in Hazardous Material emergency response.
- Thorough knowledge of department Operational Procedures, rules and regulations governing the Fire Department.
- Thorough knowledge of the Fire Inspection Programs.
- Thorough knowledge of the principles and practices involved in training personnel.
- Considerable mechanical aptitude.
TRAINING AND EXPERIENCE REQUIRED
- Successful completion of Fire Officer I.
- Successful completion of the Company Officer Mentoring Program and required acting shifts.
- Successful completion of the Port Coquitlam Fire Department In-house Officer Program.
- Successful completion of Incident Safety Officer Program.
- Successful completion of Fire Officer II.
LICENSES, CERTIFICATES AND REGISTRATIONS REQUIRED
- Valid Driver's Licenses for the Province of British Columbia (Class 3 with Air Brake Endorsement).
- Valid Level III First Responder with Automatic External Defibrillators and Spinal Immobilization Certificates; valid Cardiopulmonary Resuscitation certificate
- Other qualifications as required by the Fire Chief.
