Director, Project Management Office, BC Health Workday

In accordance with the Mission, Vision and Values, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. As such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC's health system.

This Project Director role oversees the BC Health Workday program quality, transformation and project controls as a key leadership role reporting to the Chief Program Officer (CPO), BC Health Workday. PHSA is the provincial delivery partner tasked to co-lead delivery of the BC Health Workday program with all participating Health Organizations. The role has direct accountability to the CPO as the program delivery lead executive which oversees the Transformation Program Office (TPO), the program structure that manages the provincial program and administration of HCMS product design and implementation across the 7 participating health organizations (HO): PHSA, Vancouver Coastal Health, Providence Healthcare, Fraser Health Authority, Interior Health Authority, Northern Health Authority, and Island Health. The Project Director is responsible for ongoing management of the enabling services of the TPO under direction of the CPO to meet the Program's timelines, budget, and provincial scope of services, senior executive engagement, and all program demands for successful province-wide delivery.

Key Accountabilities:

  • Directs the design, development, and implementation of the project management processes, structures and accountabilities in accordance with PHSA project delivery as represented in the provincial TPO for all HO's.
  • Leads the development, enhancement, and standardization of project office functional processes, project management standards, quality assurance policies and procedures, and tools and techniques.
  • Develops, supports and executes the long-term and short-term strategy for evolving and transforming project delivery and execution as partners with participating HO's and their project delivery teams.
  • Develops, monitors, and reports on all TPO functions and controls related to the management of the program's portfolio of required services, including:
  • Governance
  • Integrated Planning
  • Project Controls, Performance Analysis and Reporting Financial Management
  • Quality Management
  • Risk and Issue Management
  • Internal Audit
  • Direct reporting relationship of 40+ FTE's overseeing the associated TPO functions as noted above.
  • Develops and manages portfolio budget, resources, and service delivery to support accomplishment of goals and objectives defined in the BC Health Workday Program Plan.
  • Establishes and supports project financial controls and tracking budgetary allocations. Monitors and evaluates performance effectiveness and enacts change required for improvement.
  • Drives and facilitates multiple layers of the governance structure to ensure alignment with architecture principles and the Program delivery framework. Ensures the utilization of resources and capacity to realize value delivery and transformation across the program's project streams and concurrent activities.
  • Plans and executes the program portfolio as per direction of the CPO. Identifies and recommends priorities, critical project issues, and immerging concerns for deep dive or further investigation. Identifies opportunities/options to mitigate risks and concerns and drives to decisions.
  • Provides direct support to TPO functional leads and HO project teams to successfully implement the solutions, change needs, and adoption of the BC Health workday solutions provincially.
  • Creates and presents useful and easy to understand reporting and presentation materials for executive and senior management on the status of the portfolio of projects.
  • Builds, mentors, and coaches program teams, leads, and project resources across the program and HO's to champion the collaborative approach and unified provincial delivery approach that underpins the BC Health Workday program and supported by all HO senior executive teams.
  • Contributes to the leadership of the PHSA program delivery portfolio and the realization of the provincial model and delivery plan. Supports achievement of provincial imperatives across shared program model.

Qualifications:

  • A level of education, training, and experience equivalent to Project Management Professional (PMP) Certification, a Master's degree in Business Administration, or Computing Science or a relevant healthcare discipline, and ten (10) years of experience in progressively more responsible information management leadership roles.
  • Understanding of various reports including Truth & Reconciliation Commission's 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous Cultural Safety and anti-racism. Demonstrates humility and heart-led leadership.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC and BC's Declaration on the Rights of Indigenous Peoples Act
  • Results oriented and has highly developed leadership skills.
  • Demonstrates leadership competencies at the Director level as per the LEADS framework.
  • Proven experience in leading project portfolios, project office controls and project execution at a senior level.
  • Ability to respond to the needs of invested parties and partners, supported by an acute awareness of the impact of actions.
  • Demonstrated ability to lead through influence with a wide range of invested parties and partners.
  • Strong communication and business relationship skills including the ability to facilitate, negotiate, and persuade others.
  • Demonstrated ability to problem-solve with a global perspective to incorporate the organization's systems and strategies when developing viable solutions to problems.

The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience and would be in alignment with the provincial compensation reference plan.
