Reports to: Program Manager, Asset Management, Environment and Energy Unit, CPDD

Summary:

The Senior Project Manager, Energy provides leadership and strategic oversight of major energy and carbon-reduction programs across City-owned facilities. This role manages a team of Project Managers and technical staff to deliver the City's Energy Transition Plan, ensuring alignment with Transform TO's Net Zero Strategy, and other corporate sustainability objectives. The Senior Project Manager is responsible for program-level reporting, stakeholder engagement, and strategic decision-making to advance low-carbon and energy-efficient building initiatives.

Key Responsibilities:

  • Leadership & Oversight:
  • Supervise and mentor Project Managers, engineers, and consultants delivering energy and carbon-related capital projects.
  • Oversee project portfolios, ensuring alignment with departmental priorities, approved budgets, and corporate sustainability goals.
  • Establish performance metrics, reporting frameworks, and continuous improvement practices across the Energy Program.
  • Program & Strategic Management:
  • Lead the implementation of the Energy Transition Plan, coordinating citywide energy retrofit, fuel-switching, and renewable energy initiatives.
  • Integrate energy and carbon data into asset management and capital planning processes.
  • Develop program policies, procedures, and long-term strategies supporting energy resilience and net-zero commitments.
  • Reporting & Analytics:
  • Prepare high-level reports, dashboards, and presentations for senior leadership, Council, and committees on program performance, financials, and emission outcomes.
  • Oversee Measurement & Verification (M&V) across projects; ensure compliance with IPMVP and Ontario Regulation 25/23.
  • Conduct data-driven analysis to evaluate return on investment, energy performance, and carbon impacts.
  • Financial & Risk Management:
  • Manage program budgets and capital forecasts; assess project risks and recommend mitigation strategies.
  • Review business cases, funding proposals, and financial models for major energy initiatives.
  • Identify external funding, grants, and incentive opportunities to support program delivery.
  • Stakeholder Engagement & Governance:
  • Collaborate with divisions, agencies, boards, and commissions to coordinate project priorities and approvals.
  • Represent the City in external partnerships, regulatory consultations, and technical committees.
  • Support Council communications and ensure transparency in program delivery and reporting.
  • Technical & Policy Expertise:
  • Provide guidance on the application of low-carbon technologies, energy modeling, and design standards.
  • Ensure all projects meet corporate policies, codes, and standards including ASHRAE, ISO 50001, and the Ontario Building Code.
  • Maintain awareness of emerging technologies, policy changes, and best practices in municipal energy management.

Key Qualifications:

  • Must have post-secondary education in engineering, building science, energy management, or equivalent combination of education and experience.
  • Extensive experience managing large-scale energy efficiency and carbon-reduction projects ($1M–$20M) in complex organizations.
  • Extensive experience in energy modeling and analysis tools (e.g., RETScreen, EnergyPlus, IES VE).
  • Considerable experience with leadership experience overseeing teams of project managers and consultants.
  • Considerable experience in the decarbonization of facilities, with strong understanding of energy conservation strategies, financing tools, and public-sector capital planning.
  • Considerable knowledge of relevant legislation, codes, and standards (OBC, ASHRAE, TSSA, OHSA, AODA, ISO
  • Proficiency in MS Project, Excel, Word, and project management systems.
  • Exceptional communication, presentation, and stakeholder engagement skills with experience briefing senior leadership and elected officials.
  • Licensed Professional Engineer (P.Eng.) in Ontario; PMP, CEM, CMVP, or LEED AP certifications are strong assets.
