Reporting to our Executive Director, this role provides leadership across
Human Resources, IT, Communications, Facilities, and core administrative functions
. The Director will help strengthen the foundations of our organization—supporting our people, modernizing systems, managing risk, and bringing consistency and clarity to how we operate.
Position Summary
The Director of Administration & Organizational Effectiveness (DAOE) is a senior leadership role responsible for strengthening and integrating the internal systems, infrastructure, and administrative functions that enable NCP to operate effectively and sustainably.
The DAOE provides strategic and operational leadership across Human Resources, Information Technology, Communications, Facilities, and organizational systems, ensuring these functions are integrated, compliant, and aligned with organizational priorities. The role serves as a trusted advisor to the Executive Director on operational risk, workforce planning, and internal systems, while strengthening accountability, consistency, and execution across administrative functions.
This position is designed to stabilize, professionalize, and modernize NCP's internal operations during a period of growth and organizational change, balancing hands-on operational oversight with longer-term systems building.
Key Responsibilities
Leadership & Oversight
Provide direct leadership, guidance, and accountability to managers and leads across HR, IT, Communications, Facilities, and administrative support functions.
- Ensure administrative services are coordinated, responsive, and aligned with organizational needs.
Build capacity within administrative teams through clear expectations, performance oversight, and continuous improvement.
Human Resources Leadership
Oversee the HR function to ensure effective recruitment, onboarding, performance management, employee relations, and workforce planning.
- Ensure compliance with employment legislation, occupational health and safety standards, and organizational policies.
- Support the Executive Director in managing complex HR matters, including investigations, accommodations, performance issues, and risk mitigation.
Strengthen HR systems, documentation, and decision-making consistency across the organization.
Policy, Governance & Risk Management
Lead the development, implementation, and monitoring of organizational policies, procedures, and internal controls.
- Oversee insurance renewals, leases, vendor contracts, and service agreements to mitigate risk and ensure compliance.
Support governance and compliance activities in coordination with the Executive Director and Board, as required.
Information Technology & Systems
Provide strategic oversight of IT operations to ensure secure, reliable, and scalable systems.
- Lead technology planning and modernization initiatives to support operational efficiency and data security.
Manage relationships with external IT vendors and contractors, including contract oversight and performance monitoring.
Facilities, Administration & Events
Oversee facilities management, maintenance planning, and landlord relationships.
- Ensure workspaces are safe, accessible, and conducive to staff productivity.
Provide oversight for administrative logistics related to organizational events, staff engagement activities, and internal operations.
Organizational Effectiveness & Collaboration
Serve as a strategic partner to the Executive Director on organizational design, workforce strategy, and operational effectiveness.
- Collaborate with the Director of Programs & Performance to align administrative systems with program delivery needs.
- Participate as a member of the senior leadership team in planning, change management, and organizational improvement initiatives.
Qualifications
- University degree in Business Administration, Public Administration, Human Resources, or a related field, or an equivalent combination of education and senior-level experience.
- Minimum 7–10 years of progressive experience in administrative, operational, or organizational leadership, preferably within a nonprofit, public, or complex multi-stakeholder environment.
- Demonstrated experience overseeing multiple functional areas, including HR, IT, communications, and facilities.
- Strong understanding of Ontario employment legislation, HR best practices, and organizational risk management.
- Proven ability to develop and implement policies, systems, and processes that improve organizational effectiveness.
- Excellent judgment, leadership presence, and communication skills, with the ability to manage sensitive issues professionally and discreetly.
Working Conditions
- 35 hours per week, primarily on-site at NCP's main office.
- Occasional evening or weekend work may be required to support organizational or Board-related activities.
Salary Band
- $90,000. to $95,000.
