Job Description
Department Overview
The TD Bank Group Financial Crimes Risk Management (FCRM) Department is responsible for Anti-Money Laundering and Anti-Terrorist Financing (AML/ATF) regulatory compliance and prudential risk management across the TD footprint. We act as proactive and trusted advisors to TD Business Lines, while supporting a consistent, adaptable, and effective culture across the organization, ensuring money laundering and terrorist financing risks are appropriately identified and mitigated. We direct the design, content, and enterprise-wide implementation of TD's AML Program, which also includes ensuring that everyone both understands and complies with economic sanctions and anti-bribery/anti-corruption regulations. Reporting to the Senior Manager, the Manager supports the Senior Manager in the implementation of Issues Management program and establishing strong governance on FCRM owned and impacting issues.

Responsibilities

  • Leads the maintenance and implementation of the FCRM Issues Management Procedures, ensuring adherence and alignment to enterprise requirements.
  • Supports FRCM teams with the issues management system and issues management related activities and provides guidance as required, including the development of tools and training as needed.
  • Represents FRCM in discussions pertaining to issues management processes and/or the issues management system, including participation in system enhancement and change management discussions and activities.
  • Prepares and/or reviews issues management related reporting for various stakeholders, committees, and board.
  • Develops as a subject matter expert on FCRM operations and technology to keep abreast of their issues and escalate as necessary.
  • Leads the analysis of FCRM Program issues and identify trends to inform executive reporting as needed.
  • Develops and implements executive and senior management reporting, as required.
  • Performs validation of AML, Sanctions & ABAC related issues for FCRM.
  • Manages issues management program monitoring and attestation activities, and related processes.
  • Supports external/internal audits of FCRM as applicable.
  • Represents team on projects, as required, to provide guidance and support on issues management and other areas as applicable.
  • Responsible for maintaining updates to applicable policies, procedures, frameworks and methodologies as applicable.
  • Performs ad hoc analysis and participates in regulatory initiatives, special projects, or other activities as assigned.

Qualifications/Skills

  • Advanced degree, professional accreditation, and/or 7+ years relevant industry experience.
  • Experience in a risk management, governance, compliance, AML and issues management.
  • Financial services industry experience and AML experience would be beneficial.
  • Working knowledge of AML/ATF legal and regulatory environment considered as asset.
  • Strong ability to synthesize information, distill and communicate complex information, adapting to the needs of the executive audience.
  • Skills in creating appropriate analysis and reporting, with attention to detail.
  • Strong ability to apply critical thinking and to exercise sound judgement in making decisions, and escalating as appropriate.
  • Excellent written and verbal communication skills, including experience preparing reporting to senior executive audiences.
  • Demonstrated relationship building with a superior ability to make things happen through use of impact and influence and by nurturing key relationships.
  • Effective stakeholder and partner engagement with a professional approach; ability to interact with all levels within the organization.
  • Strong organizational skills, with the ability to work in a fast-paced environment and manage multiple deadlines and priorities.
  • Ability to handle confidential information with discretion.
  • Ability to influence others' actions and decisions without express authority.
  • Ability to work successfully as a member of a team and independently.
  • Experience with RSA Archer considered an asset.
  • Proficient with computer applications including Microsoft Office tools (e.g., Excel, PowerPoint, Word, and Project).
