Reporting to the Manager of Community Programs, the Probation Services Manager provides supervision and program oversight for the Community and Correctional Services Division, Probation Services team. This position provides leadership in policy, program development, risk management, resource allocation, special projects, and interagency protocols/initiatives.
This role is a necessity as it is responsible for the day to day supervision of front-line staff and to ensure consistent delivery of front line services.
Duties will include but are not limited to:
- Participates as a member of the Program Management Team, representing Probation Services;
- Direct responsibility for supervising and coordinating the day-to-day operations of Probation Services including working with the staff of Probation Services to ensure appropriate delivery;
- Oversees overall employee performance for Probation Services staff related to field work such as client supervision approaches, caseload assignment and distribution, court reports and investigative procedures;
- Monitors violations of Conditional Sentence Orders, Probation Orders, undertakings, and other Court Orders and reviews such matters when needed. Provides guidance and direction on appropriate action when required;
- Provides leadership, consultation, supervision and direction to professional, paraprofessional, administrative support, project and casual, as well as volunteer and student placement personnel, who work within the sphere of Probation Services across the Province;
- Assigns clientele to Probation Services staff consistent with the complexity of each case; position classification of individual staff; comfortability of the resulting match; and current individual staff caseloads;
- Facilitates the integration of new program services and ensuring consistent, effective and highly professional service delivery throughout the Province;
- Reviews, refines and implements amendments to relevant legislation, program delivery, policy and procedures, protocols, etc.;
- Provides leadership in the area of public, clientele and critical stakeholder/partnership relations;
- Prepares or assists the Provincial Manager of Community Programs in the preparation of Executive Council Memorandums and/or Ministerial Briefing Notes, as required;
- Acts as a liaison between staff employed in Youth Justice Services and their counterparts in Probation Services;
- Other related duties as required.
Minimum Qualifications:
- A Masters Degree in the social sciences, preferably in Criminology, Social Work or the Human Sciences and considerable experience in the field of community supervision
or
a Bachelor Degree in Criminology, Social Work or the Human Sciences and extensive relevant work experience; - Three (3) years experience must be directly related to the area of criminal justice, criminology and corrections;
- In addition, the incumbent must have a minimum of three (3) years' experience in a supervisory capacity;
- A demonstrated ability to work independently and provide leadership to a team of highly professional team members, who are tasked with providing services in a high volume, crisis intervention environment;
- A demonstrated ability to plan, coordinate, lead and supervise staff-performing a number of complex casework functions/services/processes, is necessary;
- The position will have a Province-wide focus, thereby necessitating a well-established and sound managerial style, as well as a full appreciation for the operational demands of the various geographical regions within the Province and how to best meet these, once identified;
- Knowledge of criminal behavior and offender conduct, ability to handle crisis situations, sensitivity to victims' issues/needs, program development capability;
- A demonstrated ability to plan, coordinate and supervise a professional workforce and evaluate individual performance;
- Demonstrated effective professional skill including time management, interpersonal skills, oral and written skills, effective team building skills, collaborative and consultative practice skills;
- Working knowledge of: Criminal Code of Canada, FOIPP, Occupational Health and Safety Act, Youth Criminal Justice Act, Child Protection Act, and other legislative frameworks as needed;
- Must have reliable transportation and possess a valid driver's license must be able to work evenings with some frequency;
- Criminal Record Check, including Vulnerable Sector Check
Other Qualifications:
- Research and program evaluation experience;
- Critical Incident Stress Debriefing (training and experience) considered an asset;
- Familiarity with case management tools such as LS/CMI and STICS considered an asset;
- Applicants must be eligible for registration with their respective professional registration boards or associations in Prince Edward Island. Considerable experience in supervision and program management;
- Competent computer skills, including common word processing, data base, and electronic communication software required.
