The Opportunity

The Finance Department provides financial leadership, advice and support to the Corporation and assists with the delivery of Council's Strategic plan through its four essential services: accounting services, corporate finance, procurement and revenue management. The department's main deliverables include the audited financial statements, coordinating the annual business plan and budget, treasury and debt management, procurement administration and support, property tax revenue management, and water and wastewater revenue management.

The Water Billing Analyst creates, examines and analyses various reports and statistical information, initiating investigations, researching and resolving complex customer account issues. Reports are also created and scrutinized for program compliance, metric and planning purposes. Checks and audits data entry records, service/ work order reports and other related information, ensuring accuracy and completeness of water meter assets, billing and customer accounts. Calculates the more difficult billing adjustments resulting from investigations, and verifies data entry accuracy. Administers the water wastewater exemption program by ensuring the completion of the appropriate paperwork by the customer and other departments, adjusts the customer's account accordingly. Prepares and reviews the water wastewater lien listings to transfer the arrears to property tax. Prepares adhoc reports or statistical information as required by other departments. Assists with customer service escalations relating to customer account issues as required.

Education (degree/diploma/certifications)

  • Two (2) year College Diploma in Accounting or Business
  • Eligibility for and willingness to obtain Municipal Administration Program (MAP) from the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO)

Experience

  • Five (5) years of experience performing duties related to the major responsibilities of the position
  • Demonstrated experience in a utility billing environment, including three (3) years' experience in customer service

Knowledge/Skill/Ability

  • Working knowledge of the following principles and standards: accounting systems and aptitude for business math
  • Demonstrated Ability to:
  • prioritize and manage multiple tasks
  • use of general office equipment and standard office software
  • Intermediate skills include: Analytical; Attention to Detail; Customer Service; Interpersonal; Organizational; Problem Solving; Verbal Communication; Written Communication
  • Intermediate computer literacy using the following systems and software: billing software; Microsoft Office products

Location: City Hall, 70 Collier Street, Barrie, Ontario*

  • Please note that the City has a Hybrid Work Program Procedure that may allow a hybrid work arrangement for employees who meet the eligibility requirements.

Hours: The normal hours of work are 35 hours per week in accordance with the Collective Agreement.

Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2025 pay range:

    • Pay Level: Level 5
  • Yearly Salary: $58,949.80 to $70,597.80
  • Hourly Pay Rate: $32.39 to $38.79
