**The Opportunity**

The Finance Department provides financial leadership, advice and support to the Corporation and assists with the delivery of Council’s Strategic plan through its four essential services: accounting services, corporate finance, procurement and revenue management. The department's main deliverables include the audited financial statements, coordinating the annual business plan and budget, treasury and debt management, procurement administration and support, property tax revenue management, and water and wastewater revenue management.

Responsible for the accurate and timely billing of water and wastewater charges for the corporation, the Revenue Billing Technician (Water) prepares and reviews the automated meter reading files for upload directly into the billing software, tests and authenticates the accuracy of the rates and meter readings, and proceeds with creating the water/wastewater bills. This position also investigates and solves any billing exceptions and irregularities, and ensures bills are issued to the customers in a timely, complete and accurate manner, and is responsible for processing and printing the water/wastewater bills, ensuring compliance with the applicable legislation and corporate policies at each step of the process.

The Revenue Billing Technician (Water) provides analytical support for water billing recommendations and changes to procedures or policies, and researches and gathers information related to the billing of water and wastewater charges.

**Education **(degree/diploma/certifications)
- Two (2) year College Diploma in Accounting or Business
- Eligibility for and willingness to obtain the Municipal Administration Program (MAP) from the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO)
- Position Equivalency Code: C

**Experience**
- Three (3) years of experience performing duties related to the major responsibilities of the position
- Demonstrated experience in utility billing, with a strong focus in customer service, preferably in a municipal environment

**Knowledge/Skill/Ability**
- General knowledge of accounting principles and practices
- Working knowledge of billing systems and an aptitude for business math
- Demonstrated ability to prioritize and manage multiple tasks, and to use general office equipment and software
- Intermediate skills include Analytical; Attention to Detail; Customer Service; Interpersonal; Organizational; Problem Solving; Verbal and Written Communication
- Intermediate computer literacy using Microsoft Office Suite, particularly Excel and Word

**Other Important Information**

**Location**: City Hall, 70 Collier Street, Barrie, Ontario*
- Please note that the City has a **Hybrid Work Program Procedure** **in place that may allow for a hybrid work arrangement for employees who meet eligibility requirements.

**Hours**: The normal hours of work are 35 hours per week in accordance with the Collective Agreement

**Wage**: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2024 pay range:

- Pay Level: Level 5 _(Under Review)_
- Yearly Salary: $57,785.00 to $69,214.60
- Hourly Pay Rate: $31.75 to $38.03
