Position Purpose
The purpose of the position is to provide analytical support, reporting, solutions and recommendations to internal and external clients. The Financial Analyst is responsible for reporting and analysis, operating and capital budget, complex forecasting, capital assets management, treasury responsibilities, process improvements and large-scale event financial management.
Major Duties & Responsibilities
Administer the full-cycle annual budget process, both capital and operating, including validating and summarizing new budget figures for accuracy and consistency, the setup, consolidation, and reconciliation for the Budget Book; providing technical guidance and support to OICs in preparing and submitting accurate budget templates.
Facilitate and coordinate budget review meetings with OICs, ensuring all requests and underlying assumptions are accurately captured and documented for ELT review.
Execute the rollover of existing budget templates from the previous year for the current year's budget kickoff, ensuring all allocated budget allocations are updated as applicable.
Consolidating wage, expenditure, revenue and grant data into the master file, and submitting and reconciling incremental wage and non-wage data in the region's financial system (Cognos).
Maintain and update budget templates and databases to ensure accuracy and consistency; prepare and analyze budget files – including wage models and revenue forecast – to align with financial goals.
Generate final budget reports for internal distribution and provide detailed financial guidance to senior leaders and procurement on allocations, GL strings, and account analyses to support informed decision-making.
Directly partner with OICs to develop, execute, and monitor multi-year strategic financial plans and resource allocation, including long-term capital asset lifecycle planning.
Analyze, reconcile and report on the financial status of capital projects throughout the year and ensuring all expenses are accurately capitalized in compliance with accounting standards.
Manage the financial oversight of long-term capital assets and infrastructure funding, including maintaining the Police Infrastructure Reserves schedule and performing detailed year-end funding analysis against budgeted splits and Treasury instructions.
Responsible for continuous operating financial forecasting and advanced variance/trend analysis on high-volume financial data. Partner with OICs throughout the year to review current spending, investigating significant discrepancies, and develop accurate forecasting to optimize resource allocation.
Calculate and maintain the comprehensive salary and benefits forecast, including reconciling complex wage and staffing changes, and ensuring the accuracy of all future salary and benefit projections.
Execute advanced variance and trend analysis on complex, high-volume financial data.
Conduct high-impact ad-hoc financial analysis and scenario modeling to provide data-driven recommendations that support strategic decision making.
Responsible for full-cycle grant management, including research for new grant opportunities, supporting application submissions, budget tracking, expenditure reporting, and reimbursement reconciliation.
Education, Licensing & Certifications
Four (4) year university degree in Commerce, Business, or a relevant field.
Professional Accreditation as a Chartered Professional Accountant completed or in Charted Professional Accountant Program Capstone 2.
Experience
Three (3) years experience in a similar role with an emphasis on general accounting, data management and reconciliation.
One (1) of previous senior level experience in problem solving and recommending solutions.

Financial Expertise -knowledge of budget processes and procedures, municipal finance, accounting procedures, budget forecasting and statistical analysis
Technical Proficiecy - advanced spreadsheet and database application skills
Analysis & Judgement - strong analytical skills, sound business judgement, critical thinking, problem solving, and financial modeling abilities
Communications - effective ommunication and business writing skills to present data clearly to internal and external decision-makers.
Leadership & Work Ethic - strong leadership, time management skills. and the ability to work independently and with cross-functional teams, while driving results and meeting conflicting deadlines.
