MEMBER SERVICE BILLING LEAD

JOB PURPOSE:

The Member Service Billing Lead is responsible for overseeing the accurate and timely billing of electrical utility services (electricity) and guiding the work of Member Services Assistants. This role ensures compliance with billing cycles, resolves complex member issues, and maintains detailed financial and service records. It also serves as a liaison between departments and provides leadership in training and process improvement

DUTIES:

Load Settlement Functions

· Verify, process, and submit monthly Daily Cumulative Meter Consumption to Load Settlement Agent

· Verify, process, and compare Daily Cumulative Meter Consumption to Wholesale Settlement Details

· Prepare analysis for reconciliation of load settlement information

· Prepare, submit, and monitor Pre-Final Error Correction and Post-Final Adjustment Mechanism process

· Prepare and submit to Site Create Add to the Load Settlement Agent

· Monitor the Alberta Electric System Operator website daily for information related to load settlement

· Participate in meetings related to changes in the System Settlement Code

· Assist in the development and review of current operational procedures relating to load settlement and metering.

Metering

· Input all meter data into current billing system

· To carry out administration functions to ensure overall government compliance is maintained for all meters within the REA system.

General

· Rate changes in Bellamy including all applicable tariffs

· Monthly Rate of Last Resort Validation

· Train and guide Member Service Assistants.

· Monitor performance and provide feedback to team members.

· Process monthly utility billings and ensure accuracy of charges.

· Review electric meter readings.

· Reconcile billing reports and prepare bills for distribution.

· Handle final billing for terminated accounts and process refunds.

· Respond to escalated member inquiries and resolve billing issues.

· Set up and manage payment programs (e-billing/payment).

· Process payments via multiple channels (mail, drop box, in-person, online).

· Prepare daily, monthly, and annual operational reports.

· Maintain accurate documentation and filing systems.

· Update and distribute electricity usage reports to other departments.

· Ensure adherence to billing schedules and procedures.

· Assist with delinquent accounts, insufficient funds, and service adjustments.

· Other duties as required

REVIEW AND APPROVAL OF WORK:

This position reports to the Business Services Leader - Finance.

JOB REQUIREMENTS AND QUALIFICATIONS:

· Leadership experience.

· Strong attention to detail and analytical skills.

· Proficiency in billing software and office applications, familiarity with NetSuite an asset.

· Excellent communication and interpersonal abilities.

· Ability to meet strict deadlines.

EDUCATION AND EXPERIENCE:

· High school diploma or GED required.

· Minimum of 5 years in utility billing and service.
