Job Description

The Manager, Health, Safety and Wellness, under the direction of the Director, Human Resources, is primarily responsible for managing the agency's health, safety and wellness programs and initiatives that seek to promote employee health, safety, well-being and inclusion. The Manager, Health, Safety and Wellness is responsible for promoting a healthy workplace culture across the organization, collaborating across various departments, and supporting the agency's overall strategy and mission, vision and values.

We are looking for: A full-time contract Manager, Health, Safety and Wellness (18-months)

Hours of Work: 34-hour work week. Monday to Thursday 8:30 to 4:30pm and Friday 8:30am to 3:30pm. This is a hybrid role.

Reports to: Director, Human Resources

Responsibilities

Employee Health and Safety

  • Develop, implement and evaluate agency initiatives, programs and training that support employee health and safety.
  • Promote agency adherence to relevant health and safety legislation, organizational policies and standard operating procedures (including but not limited to the Occupational Health and Safety Act, Workplace Safety and Insurance Act and Ontario Human Rights Code) and lead activities related to the Ministry of Labour.
  • Collaborate with the Supervisor/Management/Executive teams to provide expert advice and guidance regarding occupational health and safety best practice and the interpretation and application of related programs and policies.
  • Ensure regular review of existing employee health and safety programs and agency policies related to employee health and well-being and recommend program improvements based on employee evaluation/feedback.
  • Oversee the maintenance and review of documentation related to hazard and risk management, recommend control measures and develop educational materials.
  • Oversee the agency's involvement in WSIB's Health and Safety Excellence Program by choosing health and safety topics to participate in, completing evidence submissions and receiving rebates from WSIB with successful completion of the program.
  • Actively co-chair the Joint Health and Safety Committee (JHSC) and monitor the overall performance of the JHSC.
  • Oversee the investigation of workplace illnesses/injuries and provide recommendations to improve safety within the agency.
  • Provide support to agency Infection Prevention and Control (IPAC) initiatives and programs and participate in pandemic planning/response.
  • Act as a key resource for emergency response on matters related to employee health and safety.
  • Collect, analyze and report on data to determine organizational trends in support of health, safety and wellness policies, programs and initiatives
  • Support the Accreditation Canada review and audit process and participate in associated working groups as required.

Employee Health and Wellness

  • Develop, implement and evaluate agency initiatives and programs that support employee health and well-being, including the development and delivery of surveys, communication materials and employee education.
  • Ensure regular review of the annual Wellness at Work Strategy and Action Plan, and agency programs and policies related to employee health and well-being.
  • Oversee the management of the agency's existing health and wellness programs, including developing regular communications to promote the programs to employees.
  • Oversee the agency's group benefit plans for each employee group, including eligibility, promoting the group benefit plan, and day-to-day benefits administration.
  • Liaise with external partners to coordinate wellness activities for all employees.
  • Manage the agency's involvement in Excellence Canada's Healthy Workplace Standard accreditation program, including liaising with Excellence Canada contacts, recommending next steps to agency Senior Leadership to progress along the Standard, and completing the evidence submission.
  • Recommend improvements for wellness program/initiative based on employee feedback.

Diversity, Equity, Inclusion

  • Develop, implement and evaluate agency initiatives and programs that support employee inclusion and belonging, including the development of surveys, communication materials and employee education.
  • Ensure regular review of the annual DEI Strategy and Action Plan, and agency programs and policies related to employee health and well-being.
  • Oversee the development of communication strategies to raise awareness of DEI efforts and celebrate DEI achievements throughout the agency.
  • Investigate and address in collaboration with HR team on any instances of bias, discrimination, hate and/or harassment, ensuring a fair and inclusive work environment for all employee
  • Track and report key trends related to incidents of hate/discrimination to the DEI committee.
  • Stay informed on industry best practices, trends, and legal requirements related to DEI and integrate these into agency policies and programs.

WSIB Claims Management

  • Oversee the day-to-day administration of agency workplace illness/injury claims with the goal of returning employees to work and reducing costs to the agency.
  • Oversee and update the agency's Return to Work Program, Processes and Policies to ensure continual improvement.
  • Oversee the tracking of WSIB incidents and report key trends to the VP, People, Culture and Learning and to the JHSC.
  • Make recommendations and prepare employee communications that focus on prevention to reduce workplace illness/injury claims.
  • Utilize WSIB tools to analyze illness/injury rates against other community care agencies, identify hazards, and compare successes.
  • Liaise with legal representation to dispute ongoing claims, prepare evidence submissions and participate in WSIAT hearings as necessary.

Absence Management

  • Consult with employees about their time off balances, including sick time, vacation time, personal time, bereavement leave, maternity/paternity leave etc. and provide support to Supervisors/Managers/Executives related to employee time off.
  • Provide guidance on the interpretation of HR policies and processes as it relates to absence management and respond to employee inquiries related to absence management and time off.
  • Identify key trends related to employee absences using the BI sick time dashboard, HRIS- Dayforce and EasyCare software on a regular basis and recommend solutions as required to related stakeholders.
  • Keep informed of provincial and/or federal support programs that employees may be able to access while they are on approved leave of absence.

Team Building and Leadership

  • Provide leadership, coaching and mentorship to team, including addressing any team issues or concerns as it relates to their role and performance
  • Ensure HR team is aligned with achieving the health, safety, wellness goals
  • Model leadership attitudes and behaviors consistent with agency mission, vision and values
  • Develop and sustain a workplace culture that embodies open and transparent communication, a person centered focus, learning and innovation, accountability for achievement, teamwork, and respect.
  • Celebrate team successes by taking opportunities to express positive expectations of others and support implementation of employee recognition and rewards programs.
  • Promotes team effectiveness, and proactively address morale, cooperation and productivity issues.
  • Build support for agency vision and departmental goals/objectives by communication, collaborating and leading by example.
  • Build rapport with other team members to ensure a high performing team.
  • Look for opportunities to highlight the connection between agency strategy and day-to-day activities.

Management of Relationships with Internal and External Partners

  • Collaborate with other internal stakeholders and external stakeholders as applicable.
  • Work with other departments to achieve organizational goals and objectives through problem solving, collaboration, and mutual understanding.
  • Actively participate with the HR team, collaborating with, and providing solutions/support to team members and employees across other departments to achieve strategic goals and objectives.
  • Lead and/or participate in cross-functional project teams to lend skills, competence and professional knowledge and expertise.

Risk, Health and Safety Management

  • Participate in health and safety processes and procedures.
  • Participate in maintaining a safe workplace environment by cultivating a positive safety culture and encouraging best practices to promote both staff and client safety and well-being.
  • Participate in all health and safety training initiatives on a regular basis.
  • Take proactive action against client incidents within your scope of practice.
  • Protect the well-being of staff by providing a safe and healthy working environment.
  • Promote a culture of safety by being responsible for encouraging blame-free reporting.
  • Investigate adverse events by performing a root cause analysis and gathering all relevant information as it pertains to the event.

Qualifications

  • 5+ years of experience in Human Resources with a focus on employee health and safety and DEI and workplace wellness is preferred and at least 3+ years of proven leadership experience.
  • College or University Degree in Human Resources or related discipline preferred
  • Experience in the non-profit sector, unionized environment and community health care is an asset.
  • Strong working knowledge and experience in WSIB Case Management and developing viable solutions to reduce costs and support employee health and safety
  • Comprehensive knowledge of current Ontario Health & Safety legislation and related regulations
  • Experience working with HRIS systems (Dayforce) and proficiency in Microsoft Office 365 (Word, Excel, PowerPoint etc.) including teams, SharePoint, OneDrive
  • Certification as a Joint Health and Safety Committee member is an asset
  • Proven ability to meet deadlines, lead and balance multiple priorities to completion and manage stakeholder relationships.
  • Demonstrated ability in leading, coaching and mentoring a team of direct reports
  • Experience in presenting and collaborating with Senior Executives to support the growth of the Healthy Workplace culture.
  • Proven capability in identifying problems and contributing to value added solutions to achieve business objectives.
  • Strong attention to detail, sound judgment, organization skills, presentation skills and ability to multi-task in a fast-paced work environment.
  • Exceptional customer services skillset and mindset.
  • Team player with strong written and verbal communication skills.
