The Coordinator, Wellness Health and Safety will contribute to an integrated approach to the development, implementation, maintenance and continued improvement of a comprehensive Divisional Wellness, Health & Safety Program (including the necessary programs, procedures and tools) in association with People & Equity Health and Safety staff, union representatives and Divisional collaborators.
**Major Responsibilities**:
- Develops, reviews, implements and manages detailed plans and recommends procedures and guidelines regarding program specific requirements to ensure compliance with Council, corporate policies and divisional directives. Assesses current practices and makes recommendations to improve operational efficiencies.
- Manages assigned Wellness and Health and Safety projects, mentors, provides support, motivates and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Creates, implements and maintains a compliance framework that ensures Toronto Public Health (TPH) meets all Health & Safety (H&S) obligations and reduces accidents/incidents and Workplace Safety and Insurance Board (WSIB) claims. Integrates safety into all aspects of business practices to ensure clear accountability for safe and healthy work practices. Liaises with the HR Health and Safety Consultants, Disability Management Consultants and Employee Health and Rehabilitation.
- Participates in and provides expert direction of the development of annual divisional Wellness and Health and Safety plan
- Provides input in the development of the division annual budget utilizing information on operational requirements, staffing requirements, known pressures and required adjustments; assists management in the administration of assigned budget by analyzing financial data. Ensures that the project expenditures are controlled and maintained within approved budget limitations.
- Provides management with advice, communication and education on H&S procedures and Return To Work (RTW) including written safe work procedures, job hazard assessments, and accident investigations and provides direction and guidance to staff on any related occupational health and safety matters.
- Participates in and provides expert direction to the divisional Joint Health and Safety Committees for continuous improvement of effectiveness in addressing the root causes of health and safety concerns and hazard recognition and control.
- Participates in and provides support to the divisional Infection Prevention and Control (IPAC) Committee.
- Participates in Ministry of Labour inspections, investigations and reports in conjunction with the HR Health and Safety Consultant and appropriate Joint Health & Safety Committee members. Ensures the division meets all Ministry of Labour compliance requirements within the mandated time frames. In consultation with HR Health and Safety staff, provides recommendations on corrective actions to achieve continued compliance with applicable sections of health and safety legislation, including on work refusals, critical injury investigations, collective agreements and Return-to-Work programs.
- Participates in staff investigations when required. Makes effective recommendations with respect to hiring, work assignments, performance appraisals and disciplinary action. Recommends to management the overall scheduling of projects and provides project management support within the division, as required.
- Ensures compliance with and a thorough understanding of the Collective Agreements; Provincial Collective Agreements; and corporate and divisional policies, procedures and guidelines, and City by-laws.
- Assists project teams in the design, implementation and utilization of performance measures for the division/branch.
- Cultivates effective working relations, represents the division and consults with Members of Council and their staff, internal and external stakeholders, other divisions and members of the public on community and project committees, programs, services and in cross-divisional strategic planning and corporate activities and initiatives.
- Investigates internal/external complaints, where required, and implementing actions for satisfactory resolutions.
- Ensures quality customer service by providing timely, cost effective and optimum delivery of services. Ensures the quality of work and service meets corporate and divisional standards and train
