Are you interested in leading the development of policy and providing advice to support the integration of innovative technologies like distributed energy resources (DER) into the electricity system?

Bring your team leadership skills, project management experience, and energy sector knowledge to the Distributed Energy Resources and Modernization Policy Branch at the Ministry of Energy and Mines where you will help guide a policy team to deploy distribution-connected renewable and distributed energy resources to help meet local and system-wide needs.

We are seeking a policy professional for a Team Lead role where you will oversee strategic policy development and stakeholder relationships on energy issues with a focus integration of renewable and distributed energy resources (DER) in Ontario. Working with the team, you will lead research, analysis, and policy development related to the integration of renewable and DER into Ontario's electricity system and identify opportunities to support innovation in the sector.

About Us

The branch is part of the Distribution, Conservation and Innovation Policy Division which develops policy analysis and provides advice related to the distribution sector, the integration of energy-efficiency, renewable generation and other distributed energy resources (DERs) into Ontario's energy system. The division also considers innovation and grid modernization, with a goal of providing value to the system and to energy customers including low-income and Indigenous households and communities.

Our portfolio includes establishment and oversight of: distribution sector policy; targeted rate mitigation programs and consumer protection; Ontario Energy Board governance, energy-efficiency program frameworks; energy-efficiency product and appliance standards; funding support of municipal energy plans; energy and water reporting and benchmarking initiatives and other customer energy data access initiatives; distributed energy resources policy and net metering policy and regulatory framework; and, policy and initiatives that support innovative technologies such as hydrogen to advance Ontario's commitment to provide a clean, reliable and resilient energy supply.

Effective, April 1, 2025, the new salary range for this position will be $90,930 to $132,162 per year in accordance with AMAPCEO collective agreement provisions

In this role, you will:


• Build and maintain relationships with key energy stakeholders, other ministries, governments and jurisdictions to monitor trends and developments in the energy sector


• Lead major and multi-faceted policy projects and initiatives while providing team leadership, including technical guidance to team members and management


• Coordinate and lead the development of strategies to support Divisional / Branch business plans


• Provide advice and expertise to senior management on policy development and strategic energy sector issues


• Identify and monitor social, economic, physical and environmental implications


• Prepare a variety of communications materials and brief senior decision-makers

You have the ability to:

You can demonstrate knowledge of:


• the policy decision making process


• theories, principles, practices, techniques and methodologies of public policy in order to lead policy development and provide advice

Sector knowledge

You can demonstrate knowledge of:


• renewable energy and distributed energy resources in Ontario, including the related regulatory and legislative frameworks


• broad economic, environmental, legal, and political factors influencing energy policy development, including multi-jurisdictional dynamics, industry priorities, and electricity and energy supply issues in Ontario


• the energy industry, including regional and global trends, energy markets, technology types, integrated energy solutions, costs, and financial considerations

Research, analytical and problem-solving skills

You have the ability to:


• use research and evaluation skills, including qualitative/quantitative analytical skills and data reporting, to review multiple sources of information


• review and analyze technical reports and legal documents to determine the impact on government policy, energy agencies and the energy marketplace


• research and assess improvements/ changes to policies, procedures and practices, and make recommendations to support decision making


• identify, investigate and resolve complex issues

Interpersonal and communication skills

You have the ability to:


• build and maintain relationships with senior management, agency and Ministry staff and internal/external stakeholders


• gain consensus on initiatives and resolve concerns and issues


• use political acuity and advisory skills to provide advice, lead consultations and working groups and represent the ministry on working committees


• demonstrate tact, discretion and media relations skills to communicate with internal staff and the public


• prepare a range of written materials for internal and external stakeholders, including policy documents such as briefing notes, Cabinet and Treasury Board submissions, and correspondence.


• provide clear and succinct oral and written briefings to technical and non-technical audiences
