We seek a Team Lead to join the Transit Oriented Communities (TOC) Policy and Delivery Branch to support the delivery of the Subways and GO Transit and Light Rail Transit (LRT) TOC programs. As a Team Lead, you will play a key leadership role in the development of policies, execution of project deliverables and implementation of activities related to the development of TOCs and associated initiatives. Working in collaboration with Infrastructure Ontario, Metrolinx, partner ministries and key stakeholders, you will contribute to the delivery of the government's vision for transit-oriented communities.
Note: This position is located at 777 Bay St. Toronto, however alternate work arrangements may be available.
About the jobIn this role, you will:
- Plan, lead and develop TOC policies and programs
- Implement and manage TOC projects by leading the development of implementation strategies and processes
- Develop TOC program/policy and planning proposals and frameworks
- Identify trends, methodologies and best practices in TOC implementation in other jurisdictions
- Lead concurrent multi-disciplinary project teams
- Develop and implement performance measures and benchmarks to evaluate the effectiveness of programs in meeting proposed goals and objectives
- Provide strategic advice, expertise, and technical support on a broad range of contentious issues and related economic impacts
- Lead/co-ordinate the preparation of detailed position papers, reports, and presentations
- Serve as designated ministry representative on inter-ministerial and inter-jurisdictional committees and task forces
Technical and policy/program development knowledge:
You have the ability to:
- demonstrate knowledge of economic theory, principles and practices related to TOC planning, and understand links between economic policy and planning issues
- demonstrate knowledge of strategic planning and current/anticipated transit issues and trends
- experience with policy and program development and decision-making processes
You have the ability to:
- plan, organize and conduct major multi-disciplinary projects to support Ministry/Government TOC policies and programs
- define project scope, design, methodologies, budget and human resources, and develop terms of reference and deliverables
- apply planning skills and research methodologies to provide leadership to multi-stakeholder project teams in the development of strategies, policies, programs and transit models
- facilitate the development of sound recommendations for consideration by senior management
You have the ability to:
- prepare and present a wide range of complex material including briefing materials, policy papers, correspondence and Cabinet submissions
- use consultation and communication principles to build and maintain strategic partnerships with a broad range of internal/external contacts
- develop, lead, and participate on cross-ministry/stakeholder and industry consultation processes
- contribute to the development of communication strategies and vehicles to disseminate government policy directions and initiatives
You have the ability to:
- use program analysis and evaluation skills, including performance measurement and benchmarking, risk assessment methods, and techniques
- evaluate the effectiveness of existing programs, to address identified issues, and assess the impact/risks associated with changes/trends/ developments in other jurisdictions
- interpret and apply legislation, regulations, policy frameworks, political agenda, and related Government programs and priorities
