Job Summary

Corpwell Developers is seeking an experienced Procurement & Government Contracts Manager (Tender Manager) to lead our tendering, bidding, and contract acquisition efforts across municipal, provincial, federal, and private sector opportunities.

This role is critical to company growth and directly impacts revenue generation through successful acquisition of government and large private building maintenance contracts.

The ideal candidate understands public procurement processes, tender compliance, and bid strategy, and can independently manage the end-to-end tender lifecycle.

Key Responsibilities

Tender & Procurement Management

  • Monitor tender portals daily (municipal, provincial, federal, school boards, hospitals, private RFP platforms)

  • Identify relevant RFPs, RFQs, RFIs for:

  • Building maintenance

  • Facilities management

  • Construction & renovation

  • Janitorial, HVAC, electrical, plumbing, and general repairs

  • Assess bid feasibility and advise management on go/no-go decisions

Bid Preparation & Submission

  • Prepare fully compliant tender submissions

  • Coordinate pricing, scope, schedules, and documentation

  • Draft technical responses, compliance matrices, and declarations

  • Ensure bids meet deadlines and submission requirements

  • Manage online tender portals and physical submissions

Compliance & Certifications

  • Maintain and update:

  • WSIB clearance

  • Insurance certificates

  • Safety documentation

  • Vendor registrations

  • Pre-qualification packages

  • Track renewal dates and compliance obligations

Stakeholder Coordination

  • Liaise with internal teams, subcontractors, and suppliers for pricing and scope

  • Communicate with procurement officers for clarifications and follow-ups

  • Manage post-submission queries and award negotiations

Reporting & Strategy

  • Maintain tender pipeline and success tracking

  • Report weekly/monthly bid activity and outcomes

  • Recommend improvements to bid strategy and pricing models

  • Build long-term relationships with procurement departments

Qualifications & Experience

Required

  • 3–7+ years experience in:

  • Government tendering

  • Procurement

  • Contract management

  • Construction or facilities services bidding

  • Strong understanding of:

  • Municipal, provincial, and federal procurement processes

  • RFP/RFQ/RFS documentation

  • Excellent written communication and document management skills

  • Ability to manage multiple deadlines simultaneously

  • Advanced proficiency with MS Word, Excel, PDF tools

Preferred

  • Experience in:

  • Building maintenance contracts

  • Facilities management

  • Construction or infrastructure projects

  • Familiarity with:

  • Ontario Tenders Portal

  • CanadaBuys

  • Municipal procurement portals

  • School board and hospital tenders

  • Knowledge of WSIB, insurance, bonding, and safety compliance

Compensation

  • 60 to 120 k per year + performance incentives

  • Bonus structure tied to contracts awarded

  • Long-term growth opportunity as procurement division lead

~ expecected from Tender Manager to generate $2M–$5M+ annually in awarded contracts from govt and probate entities.
