For more information on BLS International's comprehensive services and global presence, please visit the official website at www.blsinternational.com Job Overview The Tender Sourcing Specialist will be responsible for identifying, monitoring, and qualifying global tender opportunities in the visa outsourcing, consular services, and government liaison sector. This role involves proactive tracking of tenders across embassies, government procurement portals, and international organizations, ensuring alignment with company capabilities and compliance requirements. The specialist will play a critical role in building the bid pipeline and enabling the Tender Writing/Proposal team to focus on submissions with the highest win probability. Key Responsibilities 1. Opportunity Sourcing and Identification (Core Function) Government E-Portals: Systematically monitor and search national and regional government e‑procurement portals (e.g., GeM, CPPP, State Portals, etc.) daily for new tenders, RFPs, RFQs, and EOIs that align with the company's products/services. International & Embassy Sourcing: Actively scout and track procurement sections of Ministry of Foreign Affairs websites, foreign embassy/consular websites, international aid organizations (e.g., UN, World Bank, regional development banks), and international procurement platforms. Advanced Search & Keyword Management: Develop and continuously refine advanced search strategies using keywords, categories, and filters to ensure maximum tender capture and minimize irrelevant results. Private & Public Utility Tenders: Monitor private industry tender platforms, and websites of major Public Sector Undertakings (PSUs), state‑owned enterprises, and utility companies. 2. Initial Analysis and Qualification Relevance Vetting: Perform initial analysis of identified tender/RFP documents to quickly determine mandatory eligibility criteria, technical specifications, and deadlines. Qualification Report: Prepare a brief, standardized Tender Qualification Report for each promising opportunity, summarizing the scope, key dates, estimated value (if available), and initial compliance status. Stakeholder Communication: Immediately alert and transmit qualified opportunities to the Tendering/Bid Management team and relevant Business Development Heads for a go/no‑go decision. 3. Information Management and Reporting Tender Tracking System: Maintain and update a centralized database/CRM with accurate, real‑time information on all sourced tenders, including status, source link, and key submission deadlines. Daily/Weekly Reporting: Generate and distribute comprehensive daily or weekly reports detailing all new tender findings, their status, and the volume of potential opportunities identified for the period. Market Intelligence: Track and report on procurement trends, recurring requirements, and the tendering cycles of key government agencies and foreign missions to inform long‑term business strategy. 4. Documentation and Compliance (Pre‑Bid) Corrigendum Monitoring: Monitor selected tenders for any corrigendums, addendums, or clarifications issued by the procuring entity and immediately relay this information. Vendor Registration: Assist in the initial vendor registration, profile maintenance, and renewal processes on various e‑procurement portals (e.g., digital signature certificate management) to ensure the company remains eligible to bid. Required Skills and Competencies Exceptional Sourcing Acumen: Proven ability to navigate, search, and extract relevant data from complex e‑procurement portals and diverse government websites. High Attention to Detail: Meticulous and detail‑oriented approach to reading tender notifications and discerning subtle eligibility requirements. Analytical Skills: Ability to quickly analyze large volumes of data and documents to qualify opportunities against company criteria. Tech Proficiency: Expert knowledge of digital tendering platforms and proficiency in MS Excel/Google Sheets for data logging and reporting. Communication: Strong written and verbal communication skills for compiling clear reports and communicating with internal teams. Self‑Motivated & Disciplined: Ability to work independently with minimal supervision, adhering to strict daily search protocols and deadlines. Qualifications & Experience Bachelor’s degree in Business Administration, International Relations, Political Science, or related field (Master’s preferred). Extensive experience in Tender Sourcing, Business Development, or Market Intelligence within Visa Outsourcing, Government Services, or Public Sector Bidding. Familiarity with international business environments and government liaison practices. Prior experience in tracking and sourcing tenders in multi‑country settings is highly desirable.
