The Ministry of Municipal Affairs supports municipalities in providing well-managed, fiscally responsible, and accountable local government to Albertans. This includes administering municipal grant programs; delivering advisory and capacity-building supports; providing municipal services and managing public lands in the province's three Special Areas; and overseeing the safety codes system in the province. Role Responsibilities

The Technical and Corporate Services Division administers a framework of safety codes and standards, supports Alberta's fire services, and oversees the mandatory new home warranty framework. 

The Residential Protection Program (RPP) oversees new home warranty and builder licensing requirements in Alberta. 

The Manager, Compliance is a key position within the RPP. The position is responsible for leading and managing a team of Compliance Officers providing regulatory compliance and enforcement functions under the New Home Buyer Protection Act and related regulations.

Your key responsibilities will include:


•    Overseeing Compliance Operations in the Residential Protection Program – identification and resolution of compliance issues and ensuring a common and consistent process across all
      incidents, supporting the most complex issues through to resolution.

•    Continuous Improvement – Working with other managers in the RPP and across the Division to continually identify areas of improvement and contributing to development and implementation
      of updated policy, procedures, and training.

•    Team Leadership and Development – Demonstrating effective leadership and cultivating a positive work environment. Providing coaching to staff on best practices in regulatory compliance.

•    Stakeholder and Client Relationship Management – communicating compliance decisions; addressing concerns regarding compliance processes, decisions, and outcomes; and building
      connections with stakeholders, including other ministries and agencies, to share information and improve the RPP compliance function.

•    Supporting the Director to facilitate achievement of branch goals, raising awareness of emerging issues and program risks, and coordinating the identification and recommendation of
      solutions and mitigation strategies.

Qualifications

Required:  University degree in Public Administration, Business Administration, Law, Social Science or related, PLUS 4 years related experience or equivalent as described

Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education

For Example: 
Related 1 year certificate PLUS a minimum 7 years of experience
Related 2-year diploma PLUS a minimum 6 years of experience
Related minimum 8 years of experience 

The successful candidate MUST have:


•    Demonstrated leadership experience, preferably within a regulatory compliance or enforcement capacity.

•    Experience and thorough knowledge of the principles and application of administrative fairness and natural justice in administrative decision-making.

Assets:


•    Knowledge of the New Home Buyer Protection Act and its regulations. 

•    Knowledge of adjacent legislation such as the Safety Codes Act and Insurance Ac t. 

•    Knowledge of the residential home building industry, insurance industry, and/or consumer protection.

Term of Employment: Permanent Full Time

Hours of Work: 7.25 hours per day, 36.25 hours per week (Monday-Friday)

Location: Edmonton, Alberta – Commerce Place Building
