Job Function
Reporting to the Director, Employee & Labour Relations, the Labour Relations ("LR") Manager assists in the management of Hydro One's labour relations practices by supporting the successful negotiation and ongoing administration of multiple collective agreements for represented professional, trades, technical, clerical and construction employees in a manner consistent with Hydro One's corporate and labour relations strategies, industry best practices, and legislative requirements.

As a subject matter expert with respect to labour relations, the LR Manager is able to effectively influence others and act as a key advisor within Human Resources and to other business units, providing strategic problem solving and risk analyses. The LR Manager is also able to effectively lead, mentor and develop Labour Relations Consultants and work cooperatively with others both within Human Resources, broader Hydro One management, and with external parties.

General Accountabilities

  • Manage, mentor, and/or develop Labour Relations Consultants ("LRCs").
  • Participate in the development, recommendation, review and update of labour relations strategies, policies, and programs.
  • Represent management in internal grievance proceedings (Step 2 meetings, mediations and arbitrations) as well as external proceedings (e.g. Ontario Labour Relations Board hearings).
  • Participate in collective agreement negotiations with Hydro One's unions as a member of management's bargaining team.
  • Assess risk associated with business initiatives, from a variety of perspectives including collective agreement, union-management relationships, reputational, and labour relations strategy.
  • Provide analysis, education and recommendations for managerial decision making on labour relations-related matters, which may include training and/or tool development.

Selection Criteria
Essential Knowledge

  • CHRP, CHRL, MIR, and/or JD/LLB designation, or equivalent education and experience required.
  • Knowledge of best labour relations practices and the legal frameworks relating to employment in Ontario (relevant case law and legislation e.g. Employment Standards Act, 2000 , Labour Relations Act, 1995 , Human Rights Code , and Occupational Health and Safety Act ) required.
  • Requires a strong knowledge of human relations to negotiate effectively with the unions and management.
  • Requires a strong knowledge of English to effectively communicate, concisely articulate opinions, and make practical recommendations both in writing and in oral presentations.

Experience

  • Experience managing grievances on behalf of management is required.
  • Experience advising others on the interpretation and application of collective agreements is required.
  • Experience representing management at collective bargaining negotiations would be an asset.
  • Experience in the supervision and management of teams would be an asset.
  • A period of 5+ years' in labour relations / human resources is considered necessary to gain this experience.

  • Strategic business thinking - ability to apply labour relations knowledge and experience to advise on management decisions in order to achieve business objectives while managing risks (escalating as required).
  • Building business relationships - ability to develop and maintain effective and cooperative working relationships with union representatives to support corporate objectives.
  • Analytical ability - strong problem solving, analytical and decision making skills.
  • Prioritization - excellent time-management skills to manage multiple tasks with varying priority levels.
