Position: Vice-President and Treasurer

Compensation Details:

  • VP & Treasurer Level 23. Salaries typically range from $210,877 to $279, 515 based on qualifications and experiences, plus a performance-based incentive.

Location: 

  • Export Development Canada operates in a hybrid work environment, currently requiring leaders to work in the office 3 days per week. (subject to change)
  • This role can be performed from EDC's headquarters in Ottawa or from one of our Community Hubs located in Toronto or Montreal

 Team Overview:

The VP and Treasurer reports directly to the Executive Vice President, Chief Financial Officer (CFO) and Chief Operating Officer (COO) and works with other vice presidents to provide senior leadership for the Treasury and broader Finance functions. The Treasury team is responsible for EDC's funding ($42 billion in outstanding debt), liquidity ($5 billion in investments), management of market risk and the management of EDC's pension investments.  EDC's Treasury team borrows internationally, funding in G7 and emerging market currencies. The team manages a foreign exchange portfolio to support EDC's financial transactions which are done in over 170 markets.  In addition to overseeing EDC's Treasury operations, the Treasurer is also responsible for the management of the Treasury activities for EDC's wholly owned subsidiary, FinDev Canada.

Brief Overview:

The successful candidate will bring relevant treasury and capital markets experience. S/He will have broad finance and business skills and will bring a vision for a best-in-class treasury function, that partners with management and operating teams to develop and advance strategic plans. To fulfill this mandate effectively, the candidate will collaborate closely with counterparts in finance, other key executives and professionals throughout the company, and various external stakeholders.

What you will be doing:

o   Lead a team of specialists to develop and execute complex financial strategies

o   Evolve the funding program (long-term debt – annual issuance $7 – 12 billion and commercial paper – average outstanding $4 – 8 billion) to align with EDC's changing business needs and trends in the capital markets

o   Manage the currency and interest rate risk between EDC's assets and liabilities

o   Develop EDC's Asset/Liability, Funding and Liquidity Strategy and chair EDC's Asset/Liability Committee

o   Be accountable for documentation of EDC's bond transactions and funding programs

o   Oversee the management of EDC's US and Canadian Dollar liquidity investments (any other currencies that may be added over time)

o   Be accountable for interest costs, investment returns and foreign exchange impacts on the financial statements

o   Oversee EDC's investor relations program, marketing EDC to international investors through face-to-face and virtual meetings, webinars, panels, and other communication channels

o   Develop a network of senior-level relationships among Canadian and international financial institutions in the debt-capital markets space

o   Remain up to date on global economic conditions and geopolitical events, assessing their impact on Treasury's portfolios and objectives

o   Contribute to the development and implementation of EDC's Corporate Plan

o   Contribute to the development of enterprise-wide and liquidity stress tests

o   Be accountable for the financial performance of the Treasury team, managing business decisions and maintaining exposures within EDC's risk appetite

o   Provide support to other business units across the organization, offering specialized technical expertise

o   Oversee the management of EDC's Pension Plans as Co-Chair of the Pension Investment Advisory Committee and as a member of the Management Pension Committee

o   Support the evolution of EDC's sustainable finance framework, in alignment with market standards

o   Be responsible for development and maintenance of business continuity plans to enable banking and money movement in disaster situations

o   Proactively enhance internal controls to keep pace with best practices and changes to Treasury's business operations

o   Develop and execute strategic plan for own area and contribute to the organization's strategy

o   Influence a wide range of audiences and establish collaborative relationships within the organization and with external organizations; present and defend complicated or delicate issues that have an important impact on business success

o   Develop strong relationships and engage extensively with the Government of Canada, especially with the Department of Finance

People Leadership:

o   Guide and foster a positive and inclusive work environment that allows and encourages employees to maximize their opportunities and potential

o   Provide strong leadership and vision to team members on how they can contribute to EDC

o   Set business objectives for the team that are aligned with the overall corporate objectives

o   Provide regular performance feedback and ongoing performance management, including salary reviews for direct reports

o   Establish and maintain an informed, well-motivated team, with the competence and capability to deliver the required services

o   Work closely and collaboratively with other leaders in the broader Finance group and within the organization

o   Foster an atmosphere of collaboration, continuous improvement, and customer focus

What we are looking for: 

o   Bachelor's degree in finance or related field

o   15+ years of experience in treasury or related fields

o   10+ years of people leadership experience

o   Advanced knowledge of treasury principles

o   International banking and multi-currency experience in globally active organizations

o   Exposure to ESG investing considered an asset

o   Strong coaching abilities, integrity, and cultural influence

o   Proven success in matrixed environments

o   Comprehensive understanding of international trade financing

o   Strong familiarity with EDC's business lines and products

o   Superior oral and written communication skills across all organizational levels

o   Bilingual in both official languages (English and French)
