Must Have
- Demonstrated experience in establishing/maintaining multiple collaborative relationships/partnerships with stakeholders.
- Demonstrated experience communicating across many functional areas to actively engage project stakeholders and manage client expectations with diverse interests, technical and non-technical backgrounds using the appropriate level of political acuity and messaging for the audience.
- Experience gathering and developing business and technical requirements to create and maintain a detailed program, project schedule and/or integrated plan.
Description
- Stakeholder Engagement:
- Establish and maintain collaborative relationships with key stakeholders.
- Act as the primary point of contact for stakeholders, ensuring effective communication.
- Organize stakeholder meetings, workshops, and forums to foster collaboration.
- Project/Program Management:
- Lead the coordination and implementation of the shared service model.
- Develop comprehensive project plans, monitor progress, and address risks.
- Prepare detailed project status reports and presentations.
- Communication Strategy:
- Execute a robust communication strategy to keep stakeholders informed.
- Disseminate regular project updates and maintain consistency in communications.
- Process Improvement and Evaluation:
- Identify opportunities for process improvement within the shared service model.
- Monitor and evaluate the effectiveness of shared services.
- Advocacy and Collaboration:
- Foster a culture of innovation and excellence among stakeholders.
- Build strong relationships with external partners and represent stakeholder interests.
- Strategic Alignment:
- Contribute to strategic plans for the shared service model.
- Support prioritization of strategic initiatives and policy development.
Experience And Skill Set Requirements
Stakeholder / Relationship Management and Communication Experience - (40%)
- Demonstrated experience establishing and maintaining multiple collaborative relationships and partnerships with stakeholders
- Experience preparing and distributing project updates and progress reports while managing expectations regarding scope and timeline constraints
- Experience identifying and acquiring skilled resources necessary to complete project assignments, including clarifying roles and responsibilities
- Demonstrated experience communicating across functional areas to engage stakeholders and manage client expectations with diverse technical and non-technical backgrounds, using appropriate political acuity and messaging
- Experience handling difficult situations and managing stakeholder alignment to ensure program success
- Strong written communication skills to prepare authoritative recommendations, proposals, and reports
- Team player with a proven track record for meeting deadlines
- Strong discipline in resolving resourcing and interpersonal conflicts, ensuring knowledge is shared among team members to achieve project objectives
- Demonstrated experience leading presentations for senior management, stakeholders, and teams
Program Management Skills and Experience - (30%)
- In-depth knowledge and experience with project and program management methodologies and techniques
- Ability to promote I&IT program and project management best practices and adherence to standard methodologies
- Experience gathering and developing business and technical requirements to create and maintain detailed program/project schedules and integrated plans
- Experience directing program and project teams to ensure deliverables are completed on time and adhere to government and ministry standards
- Extensive experience coordinating and monitoring program/project processes and developing/communicating guidelines and procedures
- Experience resolving resourcing and interpersonal conflicts, negotiating changes, ensuring knowledge sharing, and meeting program objectives
- Ability to proactively identify potential program risks and develop appropriate mitigation strategies
- Experience effectively articulating and prioritizing issues and risks to senior executives, providing recommendations for decision-making
- Experience establishing and facilitating program steering committees, stakeholder forums, and meetings
- Experience providing program/project/portfolio reporting to multi-stakeholders at senior executive levels
- Experience promoting Public Sector I&IT standards and best practices to control system quality and resource usage
- BSc/BA Diploma in Management or relevant field; PMP certification is an asset
Strategic Planning and Management - (25%)
- Ability to think and act strategically with big-picture perspective, understanding program scope, management, and operations
- Understanding of wider organizational objectives and ensuring strategic alignment of programs to business priorities
- Experience leading organizational development, strategy development, business, and program planning
- Knowledge and experience producing program/project management artifacts required to support strategic objectives
- Experience/knowledge of service delivery models
- Ability to identify opportunities for process improvement within shared service models and monitor/evaluate effectiveness
- Ability to work effectively with diverse individuals and stakeholders involved in program management
- Strong leadership, management, stakeholder communication, and presentation/facilitation skills
- Ability to find innovative solutions and proactively manage program issues and risks
- Ability to overcome resistance to change and capitalize on forces supporting change throughout all project stages (concept, planning, implementation, close-out)
- In-depth knowledge of strategic program budgeting and resource allocation methods to ensure program success
Public Sector Experience - (5%)
- 10+ years of experience working with federal, provincial, or broader public-sector healthcare providers
- In-depth knowledge of Public Sector Program/Project Management artifacts, processes, and practices; ability to produce program-level documentation that meets industry standards
- In-depth knowledge of industry standards such as PMI and Public Sector I&IT project management methodologies
- Experience with Public Sector health-related projects
- Understanding of Ministry policy and IT project approval processes and requirements
- Experience adopting and adhering to Public Sector Unified I&IT Project Methodology, Enterprise Architecture, Gating processes, and Standard Systems Development Methodologies
- Solid experience with large, complex IT health-related projects and programs
- Knowledge of Accessibility for Ontarians with Disabilities Act (AODA) and related regulations/standards
