Our client in the public sector is seeking a contract based
Program Manager
to lead the modernization of their infrastructure.
Duration: 6 months to start
Location: onsite - Toronto
Responsibilities
- Lead the Platform Migration Program, aligning vendors, internal teams, and business stakeholders.
- Develop and maintain an Integrated Program Plan, identifying risks, dependencies, and gaps.
- Establish and oversee program governance, decision-making frameworks, and stakeholder engagement cadences.
- Conduct gap analyses and assessments to ensure completeness of program deliverables and milestones.
- Review and refine vendor deliverables (e.g., MSAs, SOWs) for alignment with program objectives.
- Develop and oversee key program artifacts such as: Risk Register, Communication Plan, Training Plan, Master Test Plan, Change Management Plan, and Integration Plan.
- Ensure program compliance with regulatory, legal, and audit requirements.
- Collaborate with business and technology teams to ensure incremental delivery of value and completeness of RFP-mapped deliverables.
- Monitor vendor performance against contractual obligations, SLAs, and KPIs; enforce gating/exit criteria.
- Manage the program budget and validate vendor invoices against work delivered.
- Track program benefits realization to ensure objectives are met.
- Oversee structured knowledge transfer to internal teams prior to project closure.
Requirements:
- 10+ years
of progressive program management experience, including at least
5 years leading transformation initiatives
. - Proven track record in
infrastructure modernization
, including legacy system migrations (e.g., OpenVMS to modern hardware) and virtualization with
Red Hat KVM
. - Strong background in establishing
program governance
in hybrid Agile/Waterfall environments. - Demonstrated ability to
influence, coach, and support long-tenured technical staff
transitioning to agile or cross-functional ways of working. - Extensive experience in
vendor and stakeholder management
, including contracts, SOWs, and performance tracking. - Solid understanding of
SDLC (System Development Life Cycle)
and related artifacts. - Experience with
compliance, governance, legal, and regulatory requirements
for technology programs. - Hands-on experience leading large-scale
technology deployments
and ensuring operational readiness. - Exceptional
communication, facilitation, and executive presentation skills
with ability to influence across organizational boundaries. - Proficiency with tools including
MS Project, MS Teams/Office (Word, Excel, PowerPoint), JIRA, and Confluence
. - PMP certification (or equivalent) required
; Agile certifications (Scrum Master, SAFe, etc.) are an asset.
