Salary Range: $90,000 to $135,000 per year
Position Overview
This position is responsible for managing the daily operation of building services for all BCNU properties, which include the BCNU head office in Burnaby, a satellite office in Kelowna, a satellite office in Victoria, and three (3) condo units in Burnaby. The incumbent ensures the smooth functioning of room utilization and manages the security of the BCNU head office building. Additionally, this role is responsible for maintaining and expanding the library holdings and services offered to members and staff. The incumbent leads, manages and motivates staff within the administrative team and building maintenance team.
Reporting to the Executive Director of Operations, the incumbent will accomplish results by:
Directing contractors working on building services related to security.
Managing building maintenance functions, including scheduling regular upkeep and maintenance.
Managing administrative functions including reception, print room, library, and administrative float positions.
Planning, developing and constantly improving library services in response to changing needs of the organization, including utilizing library holds and managing record management protocols.
Specific Responsibilities – Building Maintenance
- Maintenance and repairs: Handles or coordinates the maintenance and repair of building systems, common areas, and 3 condo units. This can include minor repairs for plumbing and cleaning vacated suites as well as managing larger projects.
- Operations management: Oversees daily operations, which include janitorial and hygiene services, landscaping, snow removal, waste disposal, roof anchor protection, irrigation and water management, HVAC systems, and electrical, fire and backflow inspections. Manages staff, hires and supervises contractors, and ensures compliance with building codes and safety regulations.
- Safety and security: Ensures the physical safety of the building, which can include emergency preparedness and response, managing access control and security schedule systems, and maintaining property safety records.
- Manages the dividing wall request system, building support system, and liaises with staff, members and external bodies as required.
- Performs other related duties as assigned.
Specific Responsibilities – Library
- Develops policies and procedures related to the library and records management.
- Assists members and staff to use a wide variety of print and electronic source material and bibliographic tools, and makes referrals as required.
- Assists and instructs in the use of the BCNU intranet, library access catalogues, library computers and other tools; develops orientation material, displays, bulletin boards and electronic communication tools.
- Acquires library materials, maintains subscriptions, and makes recommendations for acquisitions.
- Oversees maintenance of the library catalogue database and materials. Databases include library holdings, arbitrations, confidential awards and photographic archives.
- Prepares the library budget annually.
Specific Responsibilities – Administrative Management
- Supervises and manages building services, library, reception, mail, print room and administrative float staff; conducts probation and performance reviews; addresses performance concerns through coaching, training and disciplinary methods as required.
- Plans and schedules relief staffing for teams under their supervision and reviews and approves vacation and other time off requests from staff determining whether operational requirements are met.
- Assists in the development of job descriptions for staff under their supervision and participates in hiring panels for these positions.
- Administrative and financial duties: Manages the library, admin staff and building budget, tracks expenses, and handles administrative tasks such as ordering supplies. Performs other related duties as assigned.
Candidate Qualifications
An equivalent combination of education and related experience may be considered.
Education and Professional Certifications
- A bachelor's degree in a relevant discipline such as facilities management, business administration, engineering or club management. Formal certification in library systems and/or document management preferred.
Experience and Knowledge
- Minimum five (5) years of experience in management of staff, library systems and building operations, or a combination of all.
- Advanced knowledge of the operations of a library (both online and physical) and the Library of Congress Classification numbering system.
- Solid understanding of building maintenance and security systems.
- Experience with document management.

- Health and safety: Knowledge of relevant health and safety regulations to ensure a safe environment.
- Technology: Proficiency with union management software, CRM systems, and Microsoft Office Suite.
