The Project Services Specialist (PSS) works closely with the project managers and the Project Services, Infrastructure Delivery, or RBT2 Finance and Program Management leadership teams within a matrix organization and has the accountability to provide project services using industry best practices, to VFPA capital infrastructure projects.
The PSS supports project managers and project teams in planning, executing, and finalizing primarily small to medium sized capital projects, as directed depending on the specific needs, makeup, and team structure within assigned project(s). This includes providing technical advice in project services with focus on cost, planning and scheduling, contract, risk and quality management while identifying opportunities for process improvements and efficiencies.
What you do:
- As directed by the manager or the Senior Project Services Specialist, applies industry best practices to provide technical project controls advice and services, within matrixed project teams
- Allocation of duties may vary depending on the job holder's assignment to projects. The job holder performs all of the duties described below, with understanding that the frequency and sequence of assigned duties will vary depending on the project phase, project type, or scope
- Implement best-practice processes for budgeting, forecasting, tracking, analysis, change management, and reporting protocols for all internal and external project related costs (using Earned Value & other methodologies)
- Provide monthly reporting of project performance and cost variance to program/project owners, senior management, board of directors and other key stakeholders
- Support the process to develop Business Cases to support the organization's decision process for large capital transactions, including consideration of alternative approaches, analysis of key risks, and development of mitigations where optimal
- Administer and integrate project schedules (e.g., master schedules, working schedules, 3-week look ahead schedules) to ensure timely completion of the project
- Deliver schedule reporting as required (e.g., weekly/monthly/quarterly reports, look-ahead schedules)
- Support the collaboration, evaluation and awarding of small to medium sized contracts, and the implementation of construction and consulting services. Duties may include but are not limited to: procurement liaison, contract facilitation and amendments, contractor performance and compliance, implementation change management and closing activities
- Performs the document control management process for relevant projects, where required
- Support program/project owners to manage cost risks (including performing quantitative risk analysis), contingency and spending approvals, and provide them with information and guidance to efficiently manage the project's costs
- Participate in the risk management process over projects by maintaining respective project risk registers and facilitating workshops
- Performs quality management activities in accordance to project Quality Management Plan(s), as required. Duties may include but not limited to, performing quality audits, inspections and reporting on non-compliance issues. Working with cross functional teams in implementing corrective actions
What you bring:
- A bachelor's degree in engineering, business administration or acceptable discipline from a recognized educational institution
- Minimum of three (3) years of Project Controls EPCC (Engineering, Procurement, Construction, and Commissioning) experience on major projects. Preferably experience working in the industrial sector such as oil and gas, mining, transportation, or power generation
- Commercial experience, including contracts and procurement is preferred
- Proficient computer skills, especially Excel, PowerPoint, Primavera P6 and working knowledge in an of the Project Controls related software like Prism, Procore, SAP, Oracle (and Oracle JDE)
- Experience with risk analysis software (e.g., Primavera Risk Analysis, @Risk, Risk Simulator) to perform Monte Carlo simulations will be an asset
- A Project Management Professional (PMP) designation or similar certification will be an asset
- Demonstrated ability to create, build and develop new systems and processes to support project management of major projects
- Able to collaborate with peers in other departments to collect information and support their needs for accurate information & analyses
- Excellent, written and verbal communication skills, attention to detail, presentation skills, problem solving, interpersonal skills, and analytical thinking (both qualitative and quantitative
- Strong interpersonal skills with a collaborative style is necessary
