Job Description:

As Parsons continues to expand our Water Business Sector across Canada, we are seeking a Technical Director – Water/Wastewater Treatment and Distribution to lead the growth, technical excellence, and client relationships of our municipal water/wastewater infrastructure practice in Eastern Ontario, supporting our Ottawa Office and regional clients.

This senior leadership position focuses on strategic technical direction, client engagement, business development, and mentoring of project teams involved in the planning, design, and delivery of municipal water distribution, water transmission systems, and wastewater treatment and conveyance—including pumping stations, reservoirs, trunk watermains, and system renewals.

The successful candidate will serve as a trusted technical advisor and business leader, guiding multi-disciplinary teams, fostering strong municipal partnerships, and driving Parsons' continued success in the Ontario water market.

Key Responsibilities:

  • Provide strategic technical leadership and direction for Parsons' water distribution and transmission projects across Eastern Ontario, ensuring design quality, consistency, and innovation.
  • Develop and maintain long-term relationships with municipal and utility clients—particularly the City of Ottawa and surrounding municipalities—as a trusted advisor on infrastructure planning and delivery.
  • Lead business development initiatives, including opportunity identification, pursuit strategy, proposal leadership, and client presentations.
  • Support Parsons' Regional Water & Wastewater Lead in shaping business strategy, market positioning, and resource planning.
  • Oversee and review technical deliverables, ensuring compliance with applicable codes, standards, and client expectations.
  • Support ongoing construction activities and construction contract administration functions, as required.
  • Provide executive-level oversight and guidance on major projects, managing risk, quality, and overall technical integrity.
  • Mentor and coach engineers and project managers, promoting technical excellence, collaboration, and professional growth.
  • Lead or contribute to technical governance, design and constructability reviews, and innovation initiatives to continuously enhance Parsons' technical reputation.
  • Represent Parsons at industry events, professional associations, and conferences, reinforcing our leadership in municipal water infrastructure.
  • Collaborate across Parsons' national and global network to share expertise, leverage resources, and deliver best-in-class solutions.

Qualifications:

  • Master's degree in Civil Engineering from an accredited institution.
  • P.Eng. designation in Ontario (or eligibility for transfer) is required.
  • 20+ years of progressive experience in municipal water/wastewater infrastructure, with an emphasis on distribution, treatment, pumping stations, reservoirs, and large-diameter transmission systems.
  • Recognized technical authority and client liaison, with a proven record of delivering complex water infrastructure projects and growing client relationships.
  • Demonstrated experience in strategic planning, client account management, and pursuit leadership within the Ontario municipal sector.
  • Strong knowledge of MECP regulations, Ontario Water Resources Act, and City of Ottawa design/construction standards.
  • Proven ability to lead multidisciplinary teams, provide technical oversight, and guide projects from concept to completion.
  • Exceptional communication, leadership, and presentation skills, with a client-focused and collaborative approach.
  • Familiarity with hydraulic modeling, asset management, and system optimization tools and practices is an asset.
