Under the direction of the Chief Executive Officer and the Chief Operating Officer, the Director of Health, Safety & Risk will lead and manage all Safety, Compliance and Risk functions within Emterra Group's operations located in BC, Saskatchewan, Manitoba, and Ontario. The focus of delivery on all processes and programs will be safe, effective, prevention-based practices that strive for measurable results and excellent customer service. This position plays a critical role in acting as an advocate for safety and will demonstrate principles and practices that will optimize a safe environment for all.

Role Summary

The Director of Health, Safety, and Risk leads and actively participates in the organization's health, safety, and risk initiatives. This role works directly with senior leadership and cross-functional teams to strengthen safety culture, enhance organizational resilience, and ensure regulatory compliance. A key focus of this position is to build, coach, and empower a collaborative team of safety business partners who are engaged on the ground, working alongside operations to implement and maintain consistent, high-quality safety practices across the organization.


Key Responsibilities:

Strategic Leadership & Culture Development

  • Partner with senior leadership to establish organizational health, safety, and risk management goals.
  • Build and lead a collaborative, high-performing team of safety business partners who work closely with operations to influence behaviors, advance safety performance, and support frontline leadership.
  • Foster a culture where safety is integrated into everyday activities, decision-making, and operational planning.
  • Model and reinforce accountability, responsibility, and organizational values across the team.

Data, Reporting & Continuous Improvement

  • Enhance and develop targeted KPIs and lead monthly, quarterly, and annual dashboard reporting to highlight performance, trends, and opportunities for improvement.
  • Conduct statistical and trend analysis of vehicle collisions, near misses, and workplace incidents; coordinate corrective actions and prevention strategies with leaders and operating managers.
  • Drive standardization of programs, policies, reporting, and risk evaluation processes to support organization-wide safety and risk mitigation.
  • Champion quality improvement processes, including development and tracking of action plans.

Policy, Compliance & Risk Mitigation

  • Prepare, update, and oversee implementation of safety policies, procedures, and operational standards.
  • Ensure compliance with federal, provincial, and local safety laws, regulations, codes, and OSHA reporting requirements.
  • Establish and monitor risk mitigation policies aimed at reducing liability linked to employee injuries, vehicle incidents, and public safety issues.
  • Lead development of instructional, operational, and safety manuals for operations leaders and Health & Safety Specialists.

Incident Management & Prevention

  • Oversee investigations of workplace accidents, injuries, and safety concerns, recommending corrective and preventive actions to address root causes.
  • Provide guidance on emergency preparedness, incident management, and communicable disease response.
  • Support managers and safety business partners with tools, coaching, and resources to ensure incidents are addressed consistently and proactively.

Training, Development & Stakeholder Engagement

  • Collaborate with leaders and staff to update existing and design new training programs that reinforce a "Safety First" culture and strengthen team capabilities.
  • Develop training materials that reduce exposure to hazardous materials and high-risk activities.
  • Deliver expert safety-related training and mentorship across the organization.
  • Participate in industry associations to maintain awareness of emerging trends and best practices.

Insurance & Risk Management

  • Oversee the annual insurance renewal process.
  • Provide subject-matter expertise in enterprise risk management, insurance processes, claims management, and contractual risk considerations in transportation or manufacturing environments.

Ontario Emterra sites including fleet, plant, and office environments.

Requirements:

  • Degree or diploma in a relevant field; Risk Management certification an asset.
  • Minimum 10 years of progressive leadership experience in health and safety and risk management over multiple provinces, within transportation and/or manufacturing sectors.
  • Strong knowledge of federal, provincial,  and local safety regulations, including OHSA and substance-abuse legislation.
  • Strong understanding of operational excellence, quality improvement, change management, and service innovation.
  • Demonstrated ability to collaborate, facilitate, and negotiate with diverse stakeholders.
  • Advanced skills in data management, statistical analysis, and data visualization.
  • Exceptional attention to detail and strong project management skills.
  • Leadership style that supports learning, development, and team empowerment.
  • Expertise in enterprise risk management, insurance processes, claims management, and contractual risk.
  • Knowledge of emergency preparedness and incident management practices.
  • Self-directed, adaptable, and capable of managing competing priorities.
  • Proficiency with Microsoft Office and related applications.
  • Strong interpersonal and communication skills.
  • Ability to travel across Canada.
