Job Description:

We are seeking a seasoned Senior Change Manager (CM3) to lead change management efforts for the Provincial Digital Referral Program, an innovative eHealth initiative aimed at transforming healthcare delivery across New Brunswick. This role is critical to enabling a fax-free referral system that enhances access, efficiency, and quality of care province-wide.

As a key member of the project team, you will develop and execute change strategies, communication plans, training tools, and readiness assessments, working closely with executive leadership, healthcare providers, administrators, and IT stakeholders.

Responsibilities:

  • Lead the design and implementation of comprehensive Change Management Plans.
  • Conduct change impact assessments and develop strategies to mitigate resistance.
  • Develop engagement and communication plans, including multi-channel communication materials.
  • Assess stakeholder readiness and build networks of change champions.
  • Support benefits realization and contribute to program evaluation.
  • Design and support training strategy, onboarding tools, and reference guides.
  • Work collaboratively with eHealth and Digital Health teams to align efforts across initiatives.

Mandatory Qualifications:

  • University degree, college diploma, or equivalent experience.
  • Minimum 5 years of IM/IT experience.
  • At least 5 years as a lead Change Manager on large, transformational projects (multi-org, 12+ months, 8+ participants).
  • Bilingual in English and French (spoken and written).
  • Must be based in Canada; preference for candidates available to work on-site in Fredericton.

Desirable Experience:

  • 8+ years in change management using industry-standard methodologies.
  • Development of change strategies, stakeholder engagement, and communication plans.
  • Experience conducting readiness assessments, building change networks, and identifying change impacts.
  • Experience in healthcare or eHealth is highly preferred.
  • Change Management Certification (e.g., Prosci) is an asset.

Additional Info:

  • Hybrid work model available; on-site onboarding required in Fredericton, NB.
  • Occasional travel within New Brunswick may be required (reimbursed per GNB travel rates).
  • SNB will provide required devices; phone not included.
