Role Summary

We're looking for a Procurement & Proposal Consultant to strengthen our ability to win government business. This role is all about making sure our proposals are compliant, competitive, and delivered on time. You'll be the go-to person for procurement knowledge, helping us navigate federal and provincial rules, improve our processes, and build strong, professional proposals that stand out.

Key Responsibilities:

Proposal Development & Management

  • Lead the preparation of RFP responses and other bid documents.
  • Ensure proposals meet all government requirements and deadlines.
  • Coordinate input from internal teams to create complete, accurate submissions.

Procurement Expertise

  • Advise on federal and provincial procurement rules, policies, and best practices.
  • Help select the right approach for each opportunity (e.g., RFP, sole source, standing offers).
  • Interpret procurement documents and clarify requirements for the team.

Document Creation & Review

  • Draft Statements of Work (SOWs), evaluation criteria, and supporting documents.
  • Review and refine proposal content for clarity, compliance, and competitiveness.

Process Improvement

  • Develop templates, checklists, and workflows to streamline proposal development.
  • Analyze past bids and identify lessons learned for future improvement.

Internal Coordination & Reporting

  • Work closely with account managers and leadership to align proposals with business goals.
  • Provide regular updates on bid progress, deadlines, and outcomes.
  • Track and report on success rates and identify areas for growth.

What You Need

  • 5+ years of experience in procurement or proposal development, preferably in government contracting.
  • Strong understanding of federal procurement (PSPC, TBIPS, THS, ProServices, SBIPS) and provincial processes.
  • Excellent writing and attention to detail.
  • Ability to manage multiple deadlines and work independently.
  • Knowledge of government contracting rules and compliance requirements.
