Hours Per Week: 37.50 hours

Pay Range: $87,000 - $98,000 per annum

The Manager, Canadore Employment Solutions leads the strategy and delivery of high-impact employment programming that supports individuals, employers, and communities. This role is accountable for program outcomes, financial integrity, and staff leadership ensuring services meet provincial standards while advancing Canadore College's strategic vision for workforce development.

As an ambassador and advocate for the College within and beyond the local community, the Manager will enhance student and alumni experience in supporting the College's commitment to its 5 Pillars: Student Success, Program and Service Excellence, Innovation and Entrepreneurship, Connection to Community and Sustainability.

QUALIFICATIONS:

• Bachelor's degree in Business Administration, Project Management, Human Resources or Human Services
• Minimum three (3) years of related experience, preferably in employment services or the labour market sector
• Strong knowledge of Employment Ontario program requirements, service quality standards and compliance expectations
• Experience with budget management, data-driven decision-making and case management systems
• Knowledge of Employment Ontario SSM Guidelines, EsCases, EOIS CaMS, Minsitry of Labour, Immigration, Training and Skills Development, college policies and collective agreements is considered an asset
• Fluent with Office 365 and Microsoft Suite programs (Word, Excel, PowerPoint, Outlook, SharePoint, etc.).
• Excellent interpersonal and language skills.
• Previous experience supervising and mentoring a diverse staff within a unionized setting, with a focus on inclusive leadership and fostering a positive, supportive environment.
• Awareness and ability to integrate strategies to facilitate a sensitive and cross-cultural work and learning environment.
• In-person, on-campus position. Must be able to reliably commute daily and/or relocate to North Bay, ON

DUTIES:

Program Administration and Accountability

• Provide leadership and oversight for the Canadore Employment Solutions department.
• Ensure programs meet or exceed ministry targets, service quality standards, and contractual obligations.
• Lead the implementation of a continuous innovative model, using data, outcomes, and performance metrics to inform planning and prioritize goals.
• Develop annual business plans, budgets, and reports as prescribed by funders.
• Ensure program funds are spent in accordance with guidelines and approve eligible expenditures, including submission to the SSM for ministry approval.
• Oversee wage subsidy placements, monitoring client participation, outcomes, and employer engagement.

Financial and Operational Oversight

• Manage program budgets, monitor expenditures, and ensure fiscal accountability.
• Conduct research, program evaluation, and planning to support program sustainability and growth.
• Prepare and submit quarterly and annual reports related to outcomes, expenditures, and compliance.

People Leadership and Talent Development

• Provide leadership to department staff, including hiring, supervision, performance management, and professional development.
• Identify staffing needs based on program results, annual planning or strategic direction
• Conduct regular file reviews and internal audits to ensure client records are accurate, complete, and compliant.
• Support staff engagement, development, and continuous learning.

Community Engagement and Representation

• Represent Canadore Employment Solutions on provincial, regional, and local planning tables, committees, and working groups.
• Collaborate with employers, community partners, funders, and internal college partners.
• Participate on college committees and contribute to institutional initiatives as required.
