**Main Purpose and Function**

The Social Planner II in Social Policy and Projects is responsible for working with investors and partners, private and non-profit sectors, and the Provincial government, to deliver and replace social infrastructure with a focus on childcare. The position plays an important role in coordinating, planning and implementing a variety of programs and project specific work related to securing social infrastructure/childcare and supporting childcare providers in the delivery of affordable, quality, licensed childcare through the City’s planning and development processes, legal agreements and capital grants. The position brings expertise to a range of complex issues, undertaking rigorous analytical and research activities to support critical decisions, partnerships, projects, plans and strategies. In future, this position may be reassigned to focus on other Social Planner II related work within the division based on operational need.

The Social Planner II reports to the Managing Director of Social Policy & Projects while receiving direction and support from a Senior Planner and requires significant collaboration and cooperation across City departments, the private sector, non-profit sector, advocacy groups and other external stakeholders.

**Specific Duties and Responsibilities**
- Develops, reviews and implements childcare strategies, policies and guidelines aimed at preserving, renewing and replacing the existing stock in Vancouver, through various regulatory and other legal mechanisms.
- Provides coordination, planning, research and analysis related to the expansion of the supply of affordable, quality, licensed childcare through planning and development processes.
- Liaises with key external stakeholders, including, but not limited to: the Ministry of Education and Childcare (MECC), BC Housing, Vancouver Coastal Health, the Urban Development Institute, local Indigenous organizations and non-profit sector to deliver projects as well as influence, affect and deliver broad system and policy changes that improve the lives of Vancouver citizens.
- Collaborates with MECC and other governmental entities and ministries to assist in creating opportunities for the delivery of new licensed childcare spaces on publicly owned lands.
- Collaborates with a wide range of internal departments (e.g. Planning & Development Services, Real Estate and Facilities Management, Development, Buildings & Licensing, Finance, Law).
- Provides oversight on non-profit operator selection for turn-key childcare facility projects, including leading negotiations with proponents on lease and operating agreements.
- Provides input and implements city-wide childcare policies such as community and neighbourhood plans through partnerships.
- Prepares and manages work programs, including supervising other professional and technical staff and external consultants.
- Writes reports, including Council reports and presenting complex material to staff, senior management, external agencies, the public and City Council.
- Develops and leads collaborative and robust approaches to engagement and communication with external and internal partners that include designing, attending and facilitating public processes.
- Employs a continuous improvement approach to the delivery of data collection and management and analysis utilizing a diverse range of qualitative and qualitative analytical techniques - including economic analysis and review of land use policies - to enable effective implementation of social infrastructure/childcare facilities and provide robust assessments of options and outcomes.
- Provides leadership for the development and implementation of multi-funder innovation granting initiative including creating informal partnership agreements in collaboration with Law.

**Qualifications**
Education and Experience:
