**Main Purpose & Function**
The Planner II is responsible for leading complex activations and programming projects, policy changes, developing and coordinating strategic planning efforts to guide the overall development, stewardship opportunities and delivery of City's pilots and special projects. The position oversees the development of partnerships and programming to support the implementation of public space initiatives with an equity lens such as pedestrian street projects and plazas.

The position reports to the Senior Public Space Stewardship Planner and supervises a Planner I and Planning Analyst. The position also leads a cross-functional program and project teams and works closely with other branches such as Transportation Planning, Arts, Culture & Community Services, Transportation Design, Planning & Development, Street Use Management, and Film and Special Events as well with other departments across the City.

External organizations this position works closely with are Business Improvement Associations, community organizations, social service providers, urban Indigenous organizations, public and other key stakeholders

**Specific Duties & Responsibilities**
- Manages multiple complex activations and programming projects, including organizing and developing project terms of reference and develop inclusive strategies to involve diverse community partners in the ongoing management of public spaces, oversees consultant teams, supervises project professional/technical staff and administers project budget
- Works closely with colleagues across the organization and community partners to build partnerships with an equity lens
- identifies local issues and challenges, develops strategic processes and tools, conducts research to inform and develop complex project and policy work, and engages community and stakeholders to analyze and identify public space priorities
- Works closely with colleagues leading city-wide programs, management and operation strategies to build approaches and community partnerships to carry out pedestrian street pilots including Granville street and Gastown space plan
- Leads internal coordination, develops public space policy and writes reports as required
- Develops strategies to engage with the public, stakeholders and other departments and agencies
- Represents Public Space and Street Use interests at various cross-departmental staff technical teams, working groups and internal and external committees
- Chairs meetings and attends City Council meetings, and other civic and outside meetings to represent the department and make presentations and answer questions. (including weekday evenings and weekends)
- Coordinates project communication channels internally and externally (web, written etc.)
- Provides direction, guidance, coaching, and support to various program team members and directly supervises junior staff using equity-informed practices (hiring, performance management and coaching)
- Other duties/responsibilities as assigned

**Qualifications**

Education and Experience:

- A post-secondary degree in Planning recognized by the Canadian Institute of Planners and a minimum of two years professional experience in the municipal planning field, supplemented by project management supervisory experience, or an equivalent combination of education and experience.
- A post-secondary degree in disciplines such as_ _Urban Studies, Interdisciplinary studies, Public health, or Communications is preferred.
- Experience working in interdisciplinary program or project teams, facilitation, evaluating proposals, communicating complex ideas and making sound recommendations.
- Experience facilitating public engagement and working with equity-seeking communities - including urban Indigenous communities.
- Experience in project management and delivering work under tight timelines.
- Experience developing partnerships and leading engagement strategies and strategic plans.
- Experience leading public space activations, large scale programming and/or placemaking.
