The Assessment & Property Revenue Services department is seeking a talented individual to join the term in the permanent position of Assessment Research Technician
Reporting to the Coordinator of Property Tax & Administration, the Assessment Research Technician plays a key role in conducting technical assessment activities, including documenting service levels, site properties, and other critical attributes through detailed field inspections. You'll also review and analyze legal documents, registered plans, grade plans, and maps. In addition, you'll provide exceptional customer service to both internal and external clients, ensuring accurate and reliable information is available for all stakeholders. Key Duties & Responsibilities
Completes assessment parcel maintenance from new plans of subdivision, severances, splits, consolidations, leasing agreements, and zoning, and ownership changes.
Conducts field inspections of new subdivisions, determines completeness of servicing levels, and documents site attributes for each registered land parcel.
Conducts annual field inspections of replots, demolitions, and existing land parcels where the level of service is lacking.
Calculates assessable effective frontage measurement for irregularly shaped parcels for use in laneway and/or local improvement charges.
Oversees the vacant residential land sales verification program, works with private land developers, validates residential land transactions, and adjusts the database.
Conducts bi-annual field inspections, documents, and provides laneway maintenance information (e.g., changes/verification of the assessable frontage and changes to the type of alley surface).
Tracks approved plans of subdivision, approved condominium plans, and re-division of condominium plans to confirm receipt from Information Systems Corporation (ISC).
Analyzes inconsistencies on TAS-ISC hold report and resolves issues to allow transactions to be released.
Advises the Building Standards and Inspections Branch on addressing and street naming issues, as required
Maintains the corporate database of Corporation’s Branch search profiles and Property Assessment Services Branch’s resource library
Interprets Registered Plans & Grade Plans and transfers parcel information to replot spreadsheets and Assessment computer system (TAS).
Creates and updates property accounts and enters and updates account inventories.
Perform other related duties. Key Qualifications
Completion of secondary school
Completion of first year of The Real Property Assessment Course within first year in this role
Minimum of 18 months of previous and on-the-job office and/or legal administration experience.
Understanding of provincial assessment formulas, land registry systems, corporate branch systems, and real property legal documents.
Familiarity with office administration processes and customer service practices.
Knowledge of the specific branch and its relationship to the broader division for effective project and service delivery.
Awareness of relevant collective agreements, bylaws, policies, procedures, and legislation, including health and safety standards.
Proficiency with office productivity software, internet browsers, enterprise software, and discipline-specific tools.
Ability to interact with internal and external stakeholders to provide services and exchange technical information.
Skilled in reading and interpreting plans and maps during field inspections.
Ability to identify issues and follow established policies, procedures, and processes.
Capable of prioritizing and adapting office activities according to schedules and deadlines.
Ensures compliance with legislation, bylaws, and specifications in all work.
Contributes ideas and suggestions for improving work processes. Working/Other Conditions
