The Alberta Public Service (APS) is taking a One Finance approach to the delivery of financial services. Financial services include the delivery of financial planning, reporting and operations, as well as ongoing engagement with policy and program areas to provide strategic decision-making support. **Role Responsibilities**:
This position provides essential support to the Loans to Local Authorities program and to ministries and Agencies, Boards and Commissions (ABCs) that rely on banking products and services. The program manages approximately $14.4 billion in outstanding loans across about 2,600 individual loans, with an average of more than $1 billion in new lending roughly 280 loans issued each year. Given the scale of these operations, attention to detail is critical to reduce risk and maintain accurate records. The role requires a high level of accountability and involves handling sensitive information with discretion and confidentiality.
The Loan Officer role is vital in supporting the Loans to Local Authorities program, as well as Banking Operations. Reporting to the Manager, Banking Operations, this role is involved in the following job responsibilities:
- Assisting the Senior Loans Officer in areas such as borrowing and loan administration, performing credit due diligence, providing customer service support, and preparing budget updates.
- Participating in strategic projects aimed at improving banking services.
- Identifying and pursuing changes to existing banking processes and practices that will improve operational efficiency and potentially reduce costs for the department, Agencies, Boards and Commissions (ABCs), and the Government of Alberta.
- Reviewing internal controls using treasury best practices and implementing changes to mitigate risk.
- Reviewing funds transfer requests from client groups, ensuring proper authorizations, and setting up transactions using the Government of Alberta’s online banking platforms.
- Reconciling bank accounts and preparing journal entries for processing.
- Analyzing bank service charges to ensure they align with contract pricing across all financial institutions.

**Qualifications**:
Required:
- University graduation in Business, Finance, Accounting, Commerce or Management or other related field plus one-year related experience.
- Equivalencies will be considered on the basis of a minimum 2-year related diploma plus three years directly related experience.
Assets:
- Experience in the banking industry is considered an asset.
- Experience preparing and reviewing financial agreements or contracts.
- Knowledge of risk management principles related to banking and lending.
- Experience with treasury management systems considered an asset.
- Knowledge of internal controls and audit practices in a financial context.
