ENOCH CREE NATION Request for Proposals (RFP) Project: Circle of Life Estate Management Program Organization: Enoch Cree Nation Date of Issue: 09/19/2025 Submission Deadline: October 10, 2025 1. Introduction Enoch Cree Nation is seeking proposals from qualified consultants/organizations to assist in the implementation of our "Circle of Life" Estate Management Program. This program aims to provide culturally sensitive estate management services to Enoch Cree Nation members, integrating traditional Cree values with modern legal practices. Further, the successful consultant/organization will have an Enoch Cree Nation member to work with throughout the project, to provide mentorship and ownership of this important program upon completion of the project. 2. Project Background The Enoch Cree Nation is launching the "Circle of Life" project to provide culturally sensitive estate management services to its members. Recognizing that traditional practices differ from Western legal processes, the program integrates Cree values with modern estate planning to protect families from hardship. Building on a successful COVID-19 response, this initiative aims to educate and empower the community to formalize their estate plans, ensuring a sustainable future for generations to come, while working in partnership with Indigenous Services Canada. 3. Scope of Work The selected consultant/organization will be responsible for: - Developing and delivering culturally appropriate training materials on estate planning (wills, executor duties, etc.). - Providing guidance and support to Enoch Cree Nation members in completing estate planning documents. - Organizing and facilitating community workshops and information sessions. - Developing a system for tracking program participation and outcomes. - Preparing reports on program progress and impact. - Provide Mentorship to an Enoch Cree Nation Member 4. Project Deliverables The following deliverables are expected: - Culturally relevant training materials (e.g., pamphlets, presentations, Will Kits). - A detailed outreach plan with a schedule of workshops and information sessions. - A system for tracking program participation and outcomes. - Regular progress reports and a final project report. 5. Project Timeline (Oct 15, 2025 - Mar 31, 2026) - Month 1 (Oct 15 - Nov 15, 2025): Project Mobilization & Training: Team onboarding, training programs initiated, and marketing material design begins. - Month 2 (Nov 16 - Dec 15, 2025): Material Finalization & Outreach Planning: Finalize Will Kit contents and marketing materials. Develop community outreach plan (seminars, surveys). - Month 3-4 (Dec 16, 2025 - Feb 15, 2026): Community Engagement & Service Delivery: Launch community seminars, distribute Will Kits, collect survey data, and provide consultation services. - Month 5 (Feb 16 - Mar 15, 2026): Program Evaluation & Refinement: Analyze data, adjust service delivery based on feedback, and prepare for final reporting. - Month 6 (Mar 16 - Mar 31, 2026): Reporting & Project Closure: Submit final report to Enoch Cree Nation, document lessons learned, and complete project closeout activities. 6. Proposal Requirements Proposals should include the following: - Organization Profile: A brief description of the consultant/organization, including its experience and qualifications. - Project Understanding: A demonstration of the consultant/organization's understanding of the project goals and objectives. - Methodology: A detailed description of the proposed approach to completing the scope of work. - Work Plan: A clear and realistic work plan that outlines the key activities and timelines. - Budget: A detailed budget that outlines all project costs. - Team: Information on the project team, including resumes and relevant experience. - References: Contact information for at least three references. 7. Evaluation Criteria Proposals will be evaluated based on the following criteria: - Experience and qualifications of the consultant/organization (20%) - Understanding of the project goals and objectives (20%) - Methodology and work plan (15%) - Budget (15%) - Experience working with First Nations (15%) - Team and references (15%) 8. Budget Enoch Cree Nation has allocated a budget of $180,000. Proposals should include a detailed breakdown of all costs. 9. Submission Instructions October 10, 2025. 10.
