As a member of the Asset Management Unit, reporting to the Program Manager, Asset Management, the Project Manager Capital Projects is responsible for the Children's Services Division Capital Program as it relates to projects including design and construction of new Child Care Centres and renovation of existing Child Care Centres.

**Major Responsibilities**:

- Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data.
- Develops and implements detailed plans and recommends policies regarding Capital Development program.
- Implements the capital strategy for Children’s Services. Provides capital expenditure information and identifies capital priorities and implications for the Division’s capital/operating budget.
- Ensures finalization of program requirements and feasibility analysis related to Children's Services capital program
- Develops and maintains project plans and documentation including project charters, templates, spreadsheets, reports, presentations and ensures project documentation is maintained and updated within the project portfolio and document repository
- Monitors capital projects to ensure financial accountability through analysis and approval of project charters, project budgets and contract administration
- Plans and develops Child Care Centres, adhering to Provincial legislation, building codes and Municipal best practices.
- Assists in developing uniform divisional standards and procedures for the successful execution of capital projects within the framework and in overall compliance with City standards.
- Initiates childcare development through joint venture partnership with various City departments.
- Work closely with developers as well as other levels of government to develop, design and construct new and renovate existing child care spaces.
- Responsible for the Request for Proposals (RFP) process, including development and selection process. Prepares RFP for feasibility studies/reports and for hiring of architectural team and attends meetings and prepares all written documentation regarding outcome.
- Ensures compliance with contractual agreements and legislative requirements through negotiations and imposition of sanctions as required.
- Manages assigned projects ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
- Manages contentious issues regarding the capital program, ensuring follow up documentation, corrective action and implementation of preventative strategies.
- Prepares staff reports and proposals to Community Services Committee, Administration Committee, Finance Committee and Council, attending meetings to support proposals.
- Manages project teams that initiate, develop and implement policies/programs and City-wide initiatives. Recruits the project team and develops project plan/timelines, ensures effective teamwork, communication, high standards of work quality and organizational performance.
- Liaises with elected officials, community, agencies inside departments, attends and/or speaks at public meetings; provides information, advice and direction regarding child care capital projects. Interprets and applies policies and provides technical advice on policies and the management of issue resolution.
- Represents the Division on cross divisional, intergovernmental and all city ward initiatives regarding information dissemination, policy/research issues and service planning.
- Negotiates funding proposals with Children’s Services’ staff and non-profit operators. Seeks alternative funding mechanisms to enhance the development of additional childcare centres.

**Key Qualifications**:

- Post-secondary education in a relevant discipline (e.g. Building Science, Facility Management, Construction Methodology or construction related Project Management) or an equivalent combination of education and experience. Project Management Professional (PMP) designation from a recognized post-secondary educational institute would be an asset.
- Considerable project management experience in construction of new facilities as well as renovations of existing facilities.
- Considerable experience in building construction management with work on a number of different construction projects simultaneously.
