The Project Manager will assist other project leads to complete a high‑level electrical servicing and distribution analysis to prepare proper scope and budget during the project initiation phase. The Project Manager will review the state‑of‑good‑repair (SOGR) capital program and identify fuel switching scope, energy efficiency improvements, solar PV opportunities and other opportunities and ensure the scope and budget in the capital align with the City’s Energy Transition Plan and other policies such as TransformTO, the Toronto Green Standard, and Net Zero targets. Major Responsibilities Project Management and Support: Lead and support the planning and implementation of energy driven capital projects (e.g., fuel switching, renewable installations, deep retrofits) from inception to completion, ensuring budget, scope, and schedule compliance. Develops and implements project control systems, cost evaluation methodologies, performance evaluation criteria, in accordance with approved corporate policies and guidelines. Technical Oversight: Review and provide comments/recommendations pertaining to mechanical, electrical, and architectural drawings, specifications and construction documents to ensure feasibility and alignment with transition goals; identify opportunities for efficiency improvements and low‑carbon technologies. Negotiates innovative solutions to complex project challenges involving multiple stakeholders to achieve City’s objectives. Asset Management: Conduct comprehensive energy assessments, assist project leads in preparing electrical upgrade scope, project future energy consumption and assist in planning capital program to achieve net‑zero, and develop long‑term (5–10 year) capital transition plans. Energy Data Analysis and Reporting: Conduct analysis of energy data and analysis of energy savings from efficiency projects as per International Performance Measurement and Verification Protocol (IPMVP) and ensuring compliance with Ontario Regulation 25/23. Prioritize energy efficiency projects and investments based on detailed analysis and cost‑benefit analysis. Stakeholder Engagement: Liaise with Division staff, other City Divisions, agencies, boards, community groups, funding bodies, consultants, and authorities as required to support transition goals. Identify various grants and champion the application process. Procurement & Contract Management: Prepare RFPs, tender documents, and technical specifications; evaluate bids; supervise contractor performance; manage disputes and claims. Policy & Program Development: Support policy recommendations, funding strategies, outreach initiatives and the development of standard operating procedures related to the implementation of the Energy Transition Plan; provide technical guidance on the implementation of energy related initiatives. Compliance & Safety: Ensure adherence to legislation, building codes, corporate standards, and health & safety regulations; track infractions and support litigation as needed. Leadership: Supervise staff, consultants, and contractors on a project basis; foster collaboration, high performance, and continuous learning. Supervises the day to day operation of all assigned project staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary. Budgets: Develops, recommends, administers, monitors and reconciles project budgets, and ensures that the project expenditures are controlled and maintained within approved budget limitations. Key Qualifications Post‑secondary education in Electrical Engineering, Building Science or an equivalent combination of education and experience. Professional Engineer (P.Eng.) designation in Ontario (mechanical/electrical discipline). PMP, CEM, CMVP and/or LEED credentials are an asset. Extensive experience managing large scale electrical and energy efficiency projects, including feasibility studies, design & construction, cost estimation, budgeting and preparing procurement calls. Extensive experience interpreting electrical distribution drawings and other architectural, mechanical, electrical, and structural drawings. Extensive experience preparing capital cost estimates (Order of Magnitude and Definitive), business cases, technical reports, and financial analyses to support energy and carbon‑reduction initiatives. In‑depth knowledge of energy conservation and demand management strategies, building energy modeling (e.g., RETScreen, EnergyPlus, IES VE), and major industry programs and stakeholders. Familiar with relevant policies, codes, and legislation, including Ontario Building Code, Electrical Code, Fire Code, TSSA, ISO 50001, ASHRAE, OHSA, AODA, ESA, WHMIS, and Human Rights Code. Strong written and verbal communication and presentation skills.
