Status: Exempt (non-union/Management)
POSITION FUNCTION:
The Manager of Operations, reporting to the Executive Director, is integral to the Royal Oak Burial Park’s management team and is responsible for managing long-term operational goals, developing policies, and providing oversight for the overall operation and maintenance of the Burial Park. This position ensures alignment with organizational objectives while leading and developing the grounds operations team.
RESPONSIBILITIES: (Primary tasks and functions):
Leads with operational expertise by managing client services, administration, and human resource functions of the Burial Park Operations Section while guiding the establishment of priorities and objectives aligned with the burial park’s strategic and operational plans.
1. Operational Leadership:
- Provides leadership in developing and integrating operational strategies that align with organizational goals.
- Manages, coordinates and serves as the internal and external primary contact for all grounds maintenance and operations, including client, cremation and administrative activities relating to the delivery of client and cremation service at the Burial Park.
- Monitors and implements cost controls for operational, equipment, and capital budgets using data, performance standards, and policies.
- Working with the Executive Director and the Grounds Operations Supervisor, develops and establishes long-term operational goals, policies, procedures, and strategic initiatives to enhance grounds maintenance standards, client care, and service delivery.
- Evaluates and improves operational processes through data analysis, identifying areas for cost-saving initiatives and enhanced performance.
- Provides assistance and input to the Executive Director in developing the operation, equipment and capital budgets.
- Promotes innovative solutions to reduce costs and improve processes continuously.
- Investigates accidents, claims, dangerous conditions, and complaints involving employees, visitor incidents, and property damage.
- Identifies and rationalizes a list of specific projects relative to the area of responsibility through proper investigation, cost estimating and the setting of priorities.
- Manages equipment and fleet, including determining need, budget and costing and leading the procurement process.
- Participates in ongoing Health & Safety training and audits, working to cultivate a proactive safety culture and manage risk assessments and return-to-work programs.
- Interprets and ensures compliance with Burial Park policies & procedures and Bylaws, the Collective Agreement, the Cremation, Interment and Funeral Services Act, BC (CIFSA), WorkSafe BC legislation, the Occupational Health & Safety Act, W.H.M.I.S. and various other related Provincial and Federal legislation.
2. People Manager and Labour Relations:
- Performs full management responsibilities to the Grounds Operations Team, including collaborating with
the Grounds Operations Supervisor with orientation and onboarding of new employees, training, performance management and disciplinary actions. Provides input to the Executive Director on employment terminations and participates in offboarding processes. **Coordinates hiring processes, including recruitment and onboarding, in collaboration with the Executive Director and Grounds Operations Supervisor.**
- Oversees the performance of the operational team by setting priorities and goals.
- Collaborates with the Executive Director to assess and evaluate operational staffing needs and required resources in optimizing operations and service delivery.
- Monitors health and safety compliance across all operations staff, maintaining a training matrix for each employee to ensure up-to-date training.
- Oversees and provides consistent performance management for subordinate staff, including motivation, coaching and mentoring.
- Works with the Executive Director and the Grounds Operations Supervisor to manage all labour relations issues, including participating in investigations, Labour/Management meetings, assisting in Collective Agreement negotiations, grievance settlements, and ensuring alignment with organizational goals.
KEY ACCOUNTABILITIES:
- Leads discussions to develop and implement operational and performance goals, policies, and best practices.
- Ensures the grounds operations team completes tasks on time and to the required standards.
- Provides ongoing feedback and coaching to the Grounds Operations Supervisor through regular one-on-one meetings.
- Oversees the resolution of performance-related issues and collaborates on developing improvement plans.
- Ensures compliance with all relevant bylaws, policies, procedures and legislation.
