Are you a collaborative leader with a passion for municipal infrastructure and serving the community? The City of Delta is seeking a forward-thinking and experienced professional to join our leadership team as Director of Engineering and Parks Operations. This critical role provides technical and operational leadership to ensure the effective maintenance of the City’s public works infrastructure and parks services.
Position Summary
As a key member of the Engineering senior leadership team, you will oversee the full scope of municipal operations, including roads, utilities, construction, drainage & irrigation, fleet, parks, urban forestry, electrical/SCADA and related support services.
You will lead multidisciplinary teams, manage operational and capital budgets, guide infrastructure and parks maintenance and renewal, and ensure regulatory compliance and high-quality service delivery. You will have an overarching vision of using technology to drive change in the workplace.
Responsibilities & Qualifications
Leadership & People Management
- Lead, manage, and mentor multidisciplinary teams, including unionized and exempt staff; oversee performance, training, coaching, discipline, attendance, and grievance resolution while fostering a culture of operational excellence, continuous improvement, inclusivity, and safety.
- Collaborate with Human Resources to lead recruitment, selection, and workforce planning for all staff.
- Demonstrated ability to work effectively with unionized staff and navigate collective agreements.
- Build strong relationships with internal teams, contractors, community groups, agencies, and elected officials.
Operations & Infrastructure
- Oversee construction, maintenance, and rehabilitation of municipal infrastructure, parks, and public spaces.
Financial & Compliance
- Develop and manage operational and capital budgets, ensuring accountability and cost-effective delivery.
- Ensure compliance with legislation, industry standards, environmental regulations, and municipal policies.
Safety & Emergency Planning
- Oversee workplace health and safety initiatives to maintain compliance with WorkSafe.
- Coordinate emergency and extreme weather response related to infrastructure and parks operations.
Knowledge, Skills & Abilities
- Leadership and team development, driving operational excellence, innovation, and continuous improvement.
- Negotiation, conflict resolution, and consensus building in a unionized environment.
- Ability to lead and inspire diverse technical and operational teams, analyze complex infrastructure and service delivery challenges, manage competing priorities, and communicate effectively with a wide range of audiences.
- Model integrity, accountability, and a high standard of public service.
Desired Qualifications and Experience
- Significant progressive experience in municipal engineering, infrastructure, or parks operations, including leadership experience in operational management.
- Demonstrated success managing operational teams, capital portfolios, multi-specialty services, or complex public assets.
- Strong financial, project, and asset management skills; capable of long-term planning and delivering on operational targets.
- Excellent interpersonal, communication, and leadership skills; experience working with elected officials, community stakeholders, and unionized/non-unionized teams.
Required Licenses and Certifications
- Valid Class 5 Driver’s Licence for the Province of British Columbia.
