**Position Overview**
Reporting to the Director, Specialty Services and Coordination (SSC), Emergency Response Service, the Provincial Manager Community Paramedicine will lead and manage the clinical and patient-focused operations of the Community Paramedic Program within Emergency Response Services (ERS), including the program oversight, planning, evaluation, and community organization engagement.
This role ensures that Community Paramedicine is focused on the early identification of care concerns, and the utilization of the unique role of paramedics to work collaboratively with other health and social service agencies to promote health and prevent illness and injury before emergency crisis occurs. This position will work collaborative with inter-professional teams to provide clients access to the right combination of services, treatments and supports.
**Main Function**
- Lead, coordinate and oversee the performance of community paramedicine staff across the province of Manitoba, ensuring patient-focused services planning, evaluation, and ongoing engagement with community organizations.
- Focus community paramedicine on the early identification of care concerns and collaboration with health service providers across the health care continuum to promote health and prevent illness and injury before an emergency or crisis occurs.
- Collaborate and coordinate with community health agencies/organizations such as primary care providers, home care, and various social service agencies to create and implement patient-centred initiatives that improve the health outcomes of people accessing emergency services, and provide clients with access to the right combination of services, treatments and supports.
- Research, develop and implement approved performance metrics, standards, and guidelines, and ensure staff adherence to policies, procedures, and professional standards.
**Experience**
- 5 years of progressive management experience in a clinical health services setting including:
- 3 years of clinical and administrative management experience leading a multidisciplinary health service (involving disciplines such as paramedicine, respiratory therapy, nursing, social work, etc.).
- 3 years of experience leading and implementing approved clinical operating plans aligned with operating directives, and achieving patient safety, service integration, and partner collaboration goals and objectives.
- 2 years of experience in clinical planning, development, evaluation, and managing patient health services within diverse settings.
- 2 years of experience implementing education programs and research processes.
**Education (Degree/Diploma/Certificate)**
- Paramedic Certification from an accredited Canadian education institution, or College of Paramedics of Manitoba approved equivalent is required.
- Post-secondary education in paramedicine or a relevant health sciences discipline, degree preferred, from an accredited education institution.
- Training in health-care management, health policy, cultural awareness/competence, statistical analysis, epidemiology and research methods, customer service, client relations and/or project management are considered assets.
- Advanced Care Paramedic Certification from an accredited education institution is an asset.
**Certification/Licensure/Registration**
- Active member in good standing of an associated regulatory body as appropriate.
**Qualifications and Skills**
- Training in Indigenous cultural competence and safety.
- Experience working with individuals from diverse cultural, social and ethnic backgrounds.
- Training and/or experience in customer service and patient relations is considered an asset.
- Demonstrated mid-level leadership capabilities. The provincial health system in Manitoba has adopted the LEADS in a Caring Environment framework.
- Competent in the use of Microsoft programing including; PowerPoint, Excel, Word, Electronic Medical Records (EMR.).
- Ability to speak other languages, including; Cree, Dakota, Dene, Inuktitut, Michif, Ojibwe and Ojibwe-Cree is considered an asset.
- Knowledge of the Manitoba Emergency Medical Response and Stretcher Transportation Act is considered an asset.
- Knowledge of the Manitoba Highway Traffic Act is considered an asset.
- Knowledge of all applicable Shared Health ERS and Patient Transport care maps and associated documents is considered an asset.
- Knowledge of the Personal Health Information Act (PHIA) is considered an asset.
**Physical Requirements**
- Must be able to work safely in a typical computerized office environment with frequent meetings.
- This role requires frequent lifting and assistance of patients using proper body mechanics. The individual must have the ability to lift loads between 10 and 20 kilos, using appropriate body mechanics.
