Lac Ste. Anne County is seeking a dynamic leader for the position of General Manager of Corporate Services. This position is responsible for the strategic direction, leadership and guidance in matters relating to Finance, Assessment and Taxation and Legislative Services.
**Essential Function**
- Responsible for directing a range of Corporate Services Functions, including Financial Services, Property Assessment and Taxation and Legislative Services.
- Ensure proper administration of the County’s and Commission financial affairs.
- Perform leadership and performance management responsibilities regarding direct reports, as well as any staff, contractors, or consultants assigned by the County Manager.
- Provide fiscal support for Lac Ste. Anne County, including financial administration and reporting, forecasting, and capital project financing.
- Fill the role of the County’s chief financial officer and signatory, directing all accounting functions, including credit control, preparing budgets and financial statements, monitoring expenditure, managing investment, reporting financial performance, and providing timely financial data.
- Oversee the Property Assessment and Taxation department and ensure completion of property evaluations are complete and compliant with Municipal Regulations.
- Advise the County Manager in the formulation of budget, financial management, personnel, and general administrative and organizational development.
- Lead legislative and support teams relating to records management, office administration, customer service and Council Support.
- Ensure that all aspects of risk management, insurance, administration office security, financial asset security, and worker’s compensation reporting are addressed within the Corporate Services Department.
- Participate on applicable boards, committees, and agencies to provide advice and assistance, ensuring that all statements and recommendations reflect the best interest of the County.
- Attend Council and committee meetings, providing information and support to governance functions, as required.
- Translate Council objectives into respective departmental goals by ensuring clear understanding and communication.
- Monitor departmental performance and operation to ensure compliance with County policies and Council direction; enable or enhance performance, as required.
- Establish and coordinate the review, updating, and implementation of long-range planning processes.
- Ensure the programs and policies of the County are maintained in a cost efficient and effective manner.
- Foster positive and professional relationships with ratepayers, fellow staff members, County Council, and all other related third parties.
**Qualifications**
- A Chartered Account (CA) or advanced Accounting Degree is required.
- Minimum of 5 years relevant and related work experience in municipal finance, preferably in a senior management role and leading in a team environment.
- Considerable knowledge of the principles, practices, and techniques related to accounting and finance, especially as it relates to the Municipal Government Act, Generally Accepted Accounting Principles, and Public Sector Accounting Guidelines.
- Experience in a Senior Manager role with a focus on providing leadership to multiple business units.
- Considerable experience in strategic planning and delivering programming in support of strategic initiatives.
Pay: $130,000.00-$164,000.00 per year
