**Qualifications**:
To be considered, applicants must possess the following qualifications
- University degree in Recreational Studies, Leisure Studies, Public Administration, or Business Administration or equivalent related discipline
- Minimum of five years’ experience in delivery and design of recreational programs and camps.
- Excellent working knowledge and proficiency in the recreational programming, community development, registration software programming
- Excellent skills in Word, Excel, PowerPoint, Legend program registration, report printing and facility booking an asset
- Result oriented with excellent facilitation and conflict resolution
- Strong analytical and critical thinking skills
- Excellent analytical research, report writing, project/time management, organizational communication, presentation, problem solving, demonstrated leadership, interpersonal and supervisory skills
- High FIVE PHCD and Quest II will be considered and asset
- A valid driver’s license and use of a vehicle is required
**Duties**:
Manages the recreational programming and camps for the Parks and Recreation department in response to community needs and the current strategic plan. Responsible for the effective integration and coordination of City and community resources to support recreation and leisure services.
1. Consult and collaborate with all levels of government and community groups and agencies to maximize funding opportunities, coordinate service provision and access to current resources and research to optimize opportunities and benefits to residents.
2. Develops and oversees various recreation services delivery models (i.e. direct programming, partnership, community development) with division and department staff, business, volunteers, community groups, non-profit and government sectors to deliver recreation services to the community; prepare service level and contractual agreements
3. Research and develop high quality recreational programs, camps, sport and recreational instructional programs
4. Research and analyze trends, technical standards, legislative changes, business practices, best practices, changing community needs to ensure appropriate recreational service are delivered.
5. Oversee and ensure program and service standards, staff certifications and qualifications, and risk management system to ensure compliance with legislation including Day Nurseries Act, Life Saving Society, High Five Quality Assurance, AODA, Ministry of Labour
6. Ensure and assist with program registration and booking systems are well maintained
7. Conduct research, write reports, review policies and priorities as well as maintain current annual Business Planning Objectives and KPI’s
8. Provides planning design and implementation of specific promotional, advertising and marketing goals for Parks and Recreation department
9. Drives continuous improvement and change while effectively managing risk, ensuring organization plans are linked to strategic priorities and objectives
10. Develop and manage operational budgets and provide input into capital budgets
11. Managing the day-to-day supervision including planning/scheduling, work distribution/follow-up, training/coaching and monitoring of work conditions. This includes human resources administration, selection of part time staff, performance evaluations, progressive discipline and dismissal
12. Supports and assists Facility Manager in day to day operations of Cowan Park Sportsplex
13. Preparing written reports for the Director on diverse topics related to recreation service delivery.
14. Acts as staff Liaison to the Youth Advisory Committee
15. Develops goals and objectives, initiates projects dealing with recreational program delivery
16. Being a part of a Parks and Recreation management team to develop priority setting for the Department, Capital infrastructure, cover pending vacation schedules and emergency situations
17. Ensures that confidentiality is maintained.
18. Other duties as assigned.
Compensation $81,295 - $95,641
