Conditions of Employment:

- Must be legally entitled to work in Canada
- Must provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search.
- Must provide and maintain satisfactory Adult Abuse and Child Abuse Registry Checks.
- Must have a valid Manitoba Class 5F Driver's Licence.
- Must be able to travel throughout the Province of Manitoba.
- Must be able to work overtime, including evenings, weekends, and statutory holidays as required.
- Must be able to travel within the Province as required, including overnight stays.

Qualifications:
**Essential**:

- Post-Secondary degree, preferably at the Master’s level, in human sciences, economics, or public administration. A combination of education, training and experience may be considered.
- Experience providing leadership and direction in the interpretation, implementation, and evaluation of programs and policies.
- Experience leading or supervising a team including the ability to foster team engagement through coaching, guiding work and developing employees and building strong lines of communication, trusting relationships, and accountability.
- Excellent analytical, problem solving and decision-making skills to formulate recommendations to senior leaders.
- Project management skills including the ability to lead process and quality improvement, providing and leading solutions to challenges.
- Experience preparing budgets, forecasting, and managing program funds.
- Strong political acumen demonstrated through experience providing strategic advice to senior leaders to influence decisions.
- Strong interpersonal skills with the demonstrated ability to negotiate, foster collaboration and consensus.
- Excellent written communication skills to prepare documents for executive decision-makers and diverse stakeholders.
- Excellent verbal communication skills.
- Strong organizational skills and experience working independently, under pressure while managing multiple priorities in tight timelines.

**Desired**:

- Experience and knowledge of programs for children and/or adults with disabilities.
- Ability to read, write and verbally communicate in French.

**Duties**:
Reporting to the Director of Disability Policy, the Manager is responsible for leading policy and program development and implementation, and providing leadership and direction on programs and policies for children and adults with disabilities, including Children’s disABILITY Services, Community Living disABILITY Services and Provincial Alternative Support Services The incumbent will provide supervision, guidance, mentorship and support to Program and Policy Analysts responsible to achieve the goals and strategic direction of the program. The incumbent will also represent the branch on interdepartmental working groups and external stakeholder engagement.
