British Columbia Rapid Transit Company Ltd. (BCRTC) maintains and operates two of Metro Vancouver’s three SkyTrain lines. SkyTrain is the first and one of the longest, fully-automated, driverless, rapid transit systems in the world. It boasts an average on-time service performance rating of 95 per cent and moves on average 250,000 passengers per weekday.
Both the SkyTrain lines operate out of BCRTC's Operations and Maintenance Centre in Burnaby, where more than 900 dedicated staff work in the areas of administration, engineering, elevator and escalator maintenance, field operations, vehicle maintenance, and wayside (station and guideway) maintenance.
The Expo and Millennium SkyTrain Lines connect downtown Vancouver with the cities of Burnaby, New Westminster, Coquitlam, Port Moody, and Surrey. **Responsibilities**:
PRIMARY PURPOSE
Provides senior level capital planning expertise to develop long term and short term resourcing strategies and plans, and ensure resourcing policies, processes, procedures and templates are developed and managed efficiently and effectively. Partners with Asset Integration Office personnel, TransLink project managers and stakeholders, and BCRTC maintenance managers, supervisors and planning personnel to ensure best practice strategies are employed in planning and developing resource requirements for project activities.
KEY ACCOUNTABILITIES
Designs, develops and documents resource planning and scheduling policies, processes, procedures, templates and standards in alignment with project needs. Streamlines the planning process and ensures the policies and procedures are followed consistently across all departments through communication, training and guidance to relevant stakeholders.
Leads the development and finalization of an annual resource plan, updating it with input from project timeline and scope amendments. Liaises with multiple stakeholders in Engineering, Maintenance, Capital Projects, Finance and Safety through planning, review and verification.
Provides senior level planning expertise and ensures the resource plan is properly communicated to relevant stakeholder. Develops monthly updates, summaries and KPIs for management review
Generates regular and ad hoc reports, and dashboards to assist measurement of resource utilization. Analyzes planned versus actuals and recommends improvements to optimize resource utilization. Identifies potential risks and opportunities according to the analysis and recommends action plans and alerts the Manager and Director on critical issues.
Develops and maintains project activities lists for active and planned capital projects and programs. Liaises with relevant stakeholders to ensure list is up-to-date.
Works closely with Asset Integration Specialists (AIS) and Project Managers (PM) to strategize on how schedule and resource changes can be communicated effectively across the organization. Provides critical information to guide management, AIS and PM decision-making on project implementation activities and determines the impact of changes.
Supports scheduling activities and resources allocation for project activities as needed.
Develops and manages productive working relationship with multiple stakeholders to understand needs, keeping them informed and resolving issues. Provides senior technical support and planning advice to multiple work teams.
**Qualifications**:
Education and Experience:
The requirements for this job are acquired through an Undergraduate Degree in Engineering, Planning or a related discipline plus four (4) years progressively responsible experience working within a planning, scheduling and capital project environment including implementing continuous process improvements and work standards, preferably in rail and transit systems maintenance.
Other Requirements:
- Advanced skills and knowledge of the principles, theories, concepts and practices of resource planning
- Strong understanding of process efficiency concepts such as JIT, Lean-Six Sigma, etc.
- Strong budgeting experience is required, including financial analysis and business case development
- Advanced decision making skills to respond, assess and react to a variety of operational and emergency situations
- Excellent communications skills, both written and oral, to develop and deliver reports and presentations
- Solid teamwork and interpersonal skills, including negotiations and conflict resolution skills
- Excellent analytical and problem-solving skills to identify and assess impact of resource planning related risks and opportunities in an integrated, multi-disciplinary environment
