Manager, Asset Strategy

Asset Management is an integral part of optimizing the total lifecycle costs of YVR’s infrastructure base and for developing multi-year infrastructure investment plans for all asset classes.

**Position overview**

Reporting to the Director Asset Management, the **Manager, Asset Strategy & Planning** leads a team in the planning, usage, forecasting, risk assessments and replacement of YVR’s asset portfolio to ensure safe and optimized usage of owned property in driving the organizations strategic goals. The Manager, Asset Strategy & Planning ensures long term capital planning of asset replacement and renewal are completed through the use of staff, consultants and specialized software, while creating, supporting and updating various asset management plans. This role directly links to the achievement of many strategic priorities and sits in the middle of YVR’s goal of strengthening its core by governing, creating and using high quality data to make important business decisions

**Key responsibilities include**:

- Develops and optimizes an ongoing flexible multiyear state of good repair investment plan across the organization’s asset portfolio
- Analyzes various scenarios including fiscal, risk and performance to determine when capital intervention or ongoing goods and services approach should be continued
- Collaborates and leads in the creation, updating and communication of asset management plans
- Monitors the work performance of direct reports, mentors, coaches and provides feedback
- Aligns asset strategy and planning requirements with annual budget submissions for the next fiscal period that are approved by the Executive and the Board
- Provides oversight for developing and building contract strategies for major contracts and conducts critical analysis of current contracts to identify gaps and to gain efficiencies in delivery, value, and cost
- Acts as Technical Writer and evaluator for multiple RFPs to outline scope of work before documents go out for tender

**Key qualifications include**:

- Ten years of recent, relevant experience supplemented by a Bachelor's degree in Engineering, Architecture, Business, Planning or Finance; or an equivalent combination of training and experience
- Previous experience as a capital asset planner in a multi-disciplined organization is an asset
- A Professional Engineer (P.Eng), Registered Architect (AIBC), Masters of Business Administration (MBA), Registered Planner (RPP), Accountant (CPA) or Asset Management Professional (AMP) designation is preferred
- An ability to balance competing organizational priorities to drive the highest value for YVR
- A keen interest in learning about various asset classifications and how they inter-connect to drive exceptional customer service
- Project Management mindset to ensure ongoing and disparate projects are delivered at a high quality, on-time and on-budget
