Reporting to the Manager, Policy, the Planning Researcher performs a range of tasks, with a focus on research and data analysis to support various projects related to the development, monitoring and implementation of the Official Plan for the City.

**Key Duties and Responsibilities**:

- Conduct research and analysis for various planning policy projects and background studies for long range planning policy development, including official plan update, secondary plans, and studies in support of official plan policies, such as community improvement plans, affordable housing handbook, and other implementation guides
- Summarize and report research findings to staff, senior management and Council.
- Track amendments to the City’s Official Plan and update Office Consolidation of the Official Plan
- Prepare and present visual materials (i.e. presentations, information guides, hand-outs, maps/schedules, 3D digital model/visualizations) for public consultation and internal staff meetings
- Support inter-department initiatives requiring land use related data, relying on primary as well as third party data such as: Census, Transportation For Tomorrow, Employment Survey, MPAC, GIS data from various sources etc.
- Actively participate in and/or facilitate internal and external working groups and workshops related to policy initiatives
- Create and maintain project/study websites with up-to-date information
- Assist in reviewing and analyzing provincial, regional or local initiatives that may affect the City's Official Plan/land use planning
- Assist in drafting staff reports, briefing notes, and presentations regarding policy initiatives for Council and/or Committees
- Assist in ensuring public facing materials comply with the Accessibility for Ontarians with Disabilities Act
- Assist in preparing materials for OLT hearings and the resolution of appeals as directed
- Attend OLT hearing events, as requested
- Maintain knowledge of the City's processes in order to respond effectively to enquiries

**Education and Experience**:

- Degree in Urban Planning or related discipline;
- Eligible for membership in the Canadian Institute of Planners (MCIP) and/or Ontario Professional Planners Institute (OPPI); focus on research methods and statistical analysis is an asset
- 1 year relevant work experience in land use planning with a research and analysis focus
- Experience in land economics, demographic analysis, and geospatial socio-economic analysis is an asset
- Certification or working experience in GIS technology and 3D modelling software is an asset

**Required Skills/Knowledge**:

- Knowledge of the Ontario Planning Act, Provincial Planning Statement, Provincial Plans, and other planning related policies
- Proficiency in computer skills such as word processing, data management (Access, Excel), and presentation/publishing software
- High degree of proficiency with design and Esri GIS software (ArcGIS Pro), including 3D modelling (ideally using ArcGIS Urban), and ability to convey complex information to various audiences including members of the public and Council
- Good understanding of spatial matters and ability to undertake complex analysis related to matters such as growth forecasting, socio-demographic analysis, and growth management
- Strong analytical skills in both data and policy analysis
- Effective time management skills to handle competing priorities with varying deadlines
