**Job Summary**:
Working closely with the Public Works Department Management Team and reporting to the Commissioner, the Advisor will manage strategic business improvement projects and initiatives in the Public Works department as well as providing departmental representation on corporate-led projects and initiatives.

This position must successfully engage staff across Public Works, from other departments, and Halton Region’s partner organizations, to demonstrate leadership in advancing the Department’s culture and build positive relationships with internal and external stakeholders while undertaking projects related to policy implementation, resource planning, service delivery, digital transformation and other improvement initiatives.

**Duties & Responsibilities**:

- Applies knowledge of Regional and Department business practices and industry best practices to identify and lead strategic business improvement opportunities.
- Assists the Department on issues that extend past the mandates of the services within individual divisions.
- Collaborates with internal partners to assist the Department Leadership Team in executing the annual planning and budgeting process.
- Assists the Department Leadership Team with developing strategies to implement and monitor the Strategic Business Plan, Digital Strategy and other corporate initiatives.
- Ensure future-state process designs are aligned with the Strategic Business Plan and Digital Strategy, meets business requirements and adheres to the all compliance and regulatory requirements, while providing optimal employee and customer experience.
- Prepares business cases, reports, presentation materials etc. for the Department Leadership Team.
- Utilizes project management methodology to run projects on time, on budget and within scope.
- Manage change by actively engaging business stakeholders, diagnosing barriers to success and facilitating resolution.
- Researches, reviews and reports on management tools and methodologies, to provide advice on management techniques and other concepts and assesses their applicability to the Department.
- Facilitates the building of organizational capacity to undertake continuous improvement activities in the various practice areas through coaching, training workshops and other techniques.
- Supports the Department Leadership Team by developing and implementing Department communications tools aimed at culture change and staff engagement.
- Leads the planning of department-wide meetings and forums.
- Represents the department on committees, enterprise-wide projects and at other meetings.
- Builds positive relationships with internal and external stakeholders.
- Undertakes and coordinates special projects as required.

**Skills & Qualifications**:
**Essential**:

- University degree in Business Administration, or a related field
- Minimum five (5) years of progressive management experience and working closely with senior executives.
- Experience with project planning, policy implementation and continuous improvement activities.
- Project management, organizational, strategic planning skills.
- Stakeholder management and relationship building skills.
- Political acuity and an ability to handle sensitive situations with diplomacy.
- An equivalent combination of education and experience will be considered.

**Preferred**:

- Proficiency with MS Project, Visio, and LEAN or Six Sigma methodologies for leading continuous improvement initiatives.
- Certification as a Change Management Professional.
- Project Management Professional (PMP) designation.
- Knowledge of Organizational Design principles are considered assets for managing complex projects and implementing new processes.
